大學競爭型計畫實施成效的問題與改進
The Issues and Improvement of the Implementation Effectiveness on Competitive Plans for the Universities
摘要
本文旨在以執行長達十年、目前已告一段落之《邁向頂尖大學計畫》與《獎勵大學教學卓越計畫》為對象，就其所衍生影響和問題進行盤點與梳理，同時參酌政策利害關係人提供之意見，為我國刻正推動之《高等教育深耕計畫》提出更具體的改進方向。為達前述目的，本文除了針對國內外重要官方文件與學術文獻資料進行整理分析之外，另亦採用財務分析、半結構式訪談，以及問卷調查等多元方法。經由研究過程，本文發現多數校長均同意良性競爭是學校成長的動力，故對競爭型計畫抱持肯定態度；但同時也呼籲政府應正視國內高等教育發展失衡、機構階層化現象，以及學校過度依賴政府補助等問題。最後根據研究發現，本文提出政府應確立高等教育發展方向、訂定合理每生經費支出、保障基本需求經費、擇優獎助研究成果、建立後設評鑑機制，以及擴充高教經費等政策建議供參考。

The aim of this research is to conclude and organize the impact and problems of the ＂Aim for the Top University Plan＂ and ＂Program for Promoting Teaching Excellence Universities＂ which had been last for ten years and terminated recently. Furthermore, the research takes the opinions of policy stakeholders to provide concrete direction for improvement of nowadays Higher Education Sprout Project. To achieve the purposes mentioned above, the research collected and analyzes the crucial domestic and abroad policy documents and literatures, and uses multiple methods including financial analysis, semi-structure interview and questionnaire survey. Through the inquire process, the research reveals most of the principle agree the constructive competition is the momentum for colleges' improvement and have positive attitude for the competitive plans. At the same time the participants in the research recommend the government to deal with the unbalance of higher education development, stratification between institutions, and the problems of over depending on the government budget. According to the result the research suggests the government to make sure the directions of higher education, set the reasonable expenditure per student, guarantee primary demand fund, reward the selecting outstanding research result, build meta-evaluation mechanism, and expend the budget of higher education.
