Various domestic proposals for school evaluation at all levels are becoming more and more complicated, but most of them focus on using data to improve their school affairs. To understand the focus shift of technical- and vocational-school evaluation and to promote the effectiveness of the school's use of data, this paper not only describes the development of vocational school and technological university evaluation and the transfer of evaluation focus, but also clarifies the meaning of the institutional research and data use from the three perspectives of the meaning of data use, the type of data use, and the purpose of data use. Based on the description above, there are four advocacies provided as reference, namely, (1) obtaining the trust of school staff, (2) building the ability of school staff to use process and outcome data, (3) using research and evaluation data on school strengths to strengthen school images, and (4) avoiding falling into deficit thinking in using data.
