澳門的社會、經濟、環境背景與臺灣存在明顯差異,包括:制度、人口及土地面積,但是澳門的小學教育具有許多特點,可作為臺灣的小學教育改革之參照。本文旨在透過相關文獻、文件及法規之分析,呈現澳門小學教育之制度與實踐概況。本文依序介紹澳門的概況、澳門小學教育的發展脈絡、澳門小學教育的制度與現況、澳門小學教育的實踐案例及澳門小學教育的主要特點。本文最後提出六點建議供臺灣推動小學教育改革參考,包括:1.透過立法將教育理念與政策融入,依法推動教育,改善教育風氣;2.編輯年度學校運作指南;3.思考教育經費的補助方式;4.增加英語課的節數;5.允許不同教學語文學校的設立;6.可考慮加入類似「餘暇活動」的課程。
Significant disparities exist between the social, economic, and environmental contexts of Macao and Taiwan, encompassing elements such as governance systems, population demographics, and land mass. Despite these distinctions, Macao's primary education system exhibits notable characteristics that can be used as a reference for Taiwan's primary education reform. This study endeavors to provide a comprehensive overview of Macao's primary education system, drawing upon a thorough analysis of pertinent literature, official documents, and regulatory frameworks. The analysis begins with an introduction to the current condition of Macao, followed by an examination of the developmental milieu surrounding primary education in Macao, an elucidation of the institutional framework and contemporary landscape of primary education in Macao, a presentation of practical case studies from the Macao context, and a delineation of the salient features characterizing primary education in Macao. Subsequently, this inquiry offers six actionable recommendations intended to inform and inspire the advancement of primary education reform in Taiwan. These recommendations include: 1. integrating educational principles and policies through legislative measures to foster a culture of lawful education and enhance the educational ethos; 2. compiling a comprehensive annual guide for school operations as a point of reference; 3. deliberating on strategies to augment educational funding subsidies; 4. expanding the provision of English language instruction; 5. exploring the viability of establishing schools offering instruction in various languages; and 6. contemplating the incorporation of leisure-oriented curricular offerings.
