Challenges and Enhancements in Local-Level Curriculum Decision-Making

摘要


本文主要目的在於透過地方層級課程決策問題的探討,進一步分析地方層級精進課程決策應有的思維。首先,藉由實例的評析,提出四點值得關注的現象。其次,提出地方層級課程決策必須面對的四個主要問題。接著,從改善或解決當前問題與有效落實課程政策二個角度,提出地方層級課程決策必須掌握的核心思維,包括:1.深耕地方層級課程領導人才的培育,為課程政策蓄積專業人才資料庫;2.兼顧課綱、精進教學計畫目標與專業決策模式,強化課程決策的品質;3.落實課程決策與執行的管考,關注教師專業發展、縮短課程政策落差;4.促進部定課程的教育理念,在不同學校與教師之間正確且有效的實施;5.確保校訂課程的設計結果,不同學校的學生皆能獲得基本的學習品質。最後,綜以結語。

This study aims to explore the issues in local-level curriculum decision-making and further investigate the necessary mindset for enhancing curriculum decision-making at this level. Firstly, by analyzed specific cases, four noteworthy phenomena are identified. Secondly, four primary issues that must be addressed in local-level curriculum decision-making are presented. Subsequently, from the two perspectives of improving or addressing current issues and implementing effective curriculum policies, core mindsets necessary for local-level curriculum decision-making are proposed, including: (1) cultivating local-level curriculum leadership talent to build a repository of professional expertise for curriculum policies; (2) balancing curriculum frameworks, refining teaching plan objectives, and enhancing professional decision-making models to strengthen the quality of curriculum decisions; (3) implementing oversight and assessment of curriculum decision-making and execution, focusing on teachers' professional development to narrow the gap in curriculum policy implementation; (4) promoting the educational philosophies of mandated curriculum and ensuring their correct and effective implementation among different schools and teachers; (5) ensuring that the design outcomes of school-level tailored curriculum result in basic learning quality for students in different schools. Finally, the study concludes with a summary.
