Sickness or starvation during COVID-19? A Study of the Impact of the New Crown Epidemic on the Food System

摘要


COVID-19疫情影響全球的醫療保健系統,也影響全球的經濟、政治與文化,以及整體的社會秩序,而與民眾生活相關的糧食系統也不可避免地受到新冠疫情的影響,疫情打亂供應鏈,也讓糧食安全拉警報。本研究分別從供給面與需求面說明COVID-19疫情對糧食系統的衝擊,以及糧食系統的因應方式。研究發現各國政府針對COVID-19疫情採取的封鎖措施,首要衝擊是食品供應鏈的斷鏈,也造成原物料無法販售或過剩。至於疫情對於糧食系統需求面的衝擊,聯合國世界糧食計畫署指出,這次的疫情衝擊,全球約莫有1億3,000萬人遭受飢餓之苦。而糧食系統需求面的具體因應作法上,包括:強化對於營養的社會保護系統;保留人道主義的糧食、生計,與營養協助給那些受到COVID-19疫情影響的團體:確保全球糧食系統在糧食生產、行銷、分配上,維持系統的功能;強化營養的社會保護系統。

The COVID-19 epidemic has claimed the lives of tens of thousands of people, while entire regions and countries are in a state of near-confinement, leading to a severe slowdown in global economic activity, affecting not only the global healthcare system, but also the global economy, politics and culture, as well as the overall social order, and the food system, which is related to the lives of the public, is also unavoidably affected by the new crown of the epidemic, which has disrupted the supply chain, and made the food safety alarm. The epidemic has disrupted the supply chain and put food safety on alert. The study describes the impact of the COVID-19 epidemic on the food system from the supply side and the demand side respectively, the ways in which the food system responded to the epidemic and its effects, and concludes with a description of the resilience of the food system and the strategies for its sustainable development. The study found that the primary impact of the blockade measures taken by governments in response to the COVID-19 epidemic was a disruption of the food supply chain, including a lack of raw materials and labor. In addition, due to congestion in ports, delivery times have been significantly lengthened, and companies that ship food by sea are also at risk. On the other hand, the COVID-19 epidemic has also resulted in unsaleable or excess raw materials. As for the impact of the epidemic on the demand side of the food system, the United Nations World Food Program (WFP) noted that 130 million people worldwide are suffering from hunger as a result of the outbreak. Specific responses to the needs of the food system include: strengthening social protection systems for nutrition; preserving humanitarian food, livelihoods, and nutritional assistance for those affected by the COVID-19 outbreak; ensuring that the global food system maintains the flow of trade in food production, marketing, and distribution to maintain system function; and strengthening social protection systems for nutrition.
