新南向政策的推動迄今已累積不少成果,依其政策成果與時值新政府交接之際所見,政策終結應非在其可預見之未來圖像中。但話說如此,客觀而論,其仍面臨不少挑戰與疏漏之處,特別是就兩岸關係惡化與新政府即將上臺之際,自有必要就此來提出更良好的政策建議,而使新南向政策推動上能更符合實情發展。本文欲就新南向政策提出未來修正上可行的政策建議,透過從PEST及SWOT分析為研究途徑下,仔細分析新南向政策目標國,並以國內學術研究及政策執行過程中甚少提及的寮國進行單一個案研究。最後,提出至少三種類別共計14項的未來策略,並以此作為提供未來新政府上臺後在未來四年施政上可予採行的政策建議,亦兼顧有啟示的意涵。
The promotion of the New Southbound Policy has accumulated many results so far. Judging from its policy results and the handover of the new government, a policy termination should not be in its foreseeable future. But having said that, objectively speaking, it still faces many challenges and omissions. Especially as the Cross-Strait relations deteriorates and a new government is about to take office, it is necessary to put forward better policy advice on it and make the New Southbound Policy promotion can be more consistent with actual development. This paper aims to put forward feasible policy advice for future revisions of the New Southbound Policy. By using PEST and SWOT analysis as research approaches, it carefully analyzes the target countries of the New Southbound Policy, and these target countries are all developing countries. Current cooperation and investments between our country and these target countries are focused on economic and trade exchanges. If we want to deepen economic and trade exchanges between the two sides, it is necessary to understand their industrial development modes in order to conduct an objective analysis. In terms of individual cases, it focuses on Southeast Asia and conducts case studies on Laos, which is rarely mentioned in domestic academic research. Finally, this paper uses PEST and SWOT to analyze the industrial development models of developing countries in the target countries of the New Southbound Policy to obtain policy advice, and proposes a total of 14 future strategies in at least three categories, and uses this as a guide for future strategies after the new government takes office. Its policy advice that can be adopted in governance in the next four years, and is also an important, well-intentioned inspiration.
