Countermeasures of C-Class Medical Materials Procurement and Stockpile Strategies During COVID-19 pandemic in Taiwan

Stockpile preparedness of medical materials at hospitals were not clear during the emerging infectious disease outbreak, especially prevent inventory shortage when global supply chains might be broken. This article was to state financial burden of hospital has taken procurement and stockpile countermeasures to mitigate risk of supply chain disruption during COVID-19 outbreak for providing continuing healthcare service. A428-bed Public-Private-Partnership hospital was evaluated the impact of changing procurement and stockpile strategies of C-Class medical materials from 2019Q1 to 2020Q1, including items, amount, space, consumption, turnover rate or ratio of inventory and revenue, etc. Fifteen items of C-Class materials related to epidemic prevention was expanded to 1,557. Changed ABC inventory management and increased safety inventory from 7 days to 21 days to prevent inventory shortage. Compared with 2019Q1 and 2019Q4, the 2020Q4 stockpiles was increased 48.8%, and turnover rate per month was decrease 40.6%. The total value of stockpiles of 2020Q1 was increased 61.1% compared with 2019Q1, the ratio of medical materials consumption to overall hospital revenue was statistically significant increased 65%. However, the revenue only experienced a slight year-on-year drop of 2.47%. Facing with uncertainties of COVID-19 epidemic, adjusting procurement and stockpile strategies quickly was essential, especially for C-Class of medical materials. It is recommended that during the epidemic period, the procurement strategy and inventory of C-type medical materials that are easily affected by the global supply chain should be adjusted immediately, and the ABC inventory management should be temporarily put on the shelf.
