烏克蘭在2022年俄烏戰爭中,成功阻止俄軍侵略首都基輔的軍事行動,在美商「星鏈計畫」低軌道衛星的幫助下,社群媒體議題設定以「抵抗侵略者、民主價值、人道主義」等傳播主題,凝聚國內抗敵意志,對外傳播有利戰訊,揭發俄軍戰爭暴行,並為國際媒體的引述來源,增強第三方國家或國際社會的支持,致使其他國家安全策略轉向支持對烏克蘭軍事援助。研究說明社群媒體在俄烏戰爭的應用,可視為另一種武器化的操作案例,從國際媒體報導中梳理烏克蘭社群媒體的宣傳策略,經由議題設定的傳播內容、轉變國際社會的認知態度,以及獲得援助支持戰爭等三項觀察指標,據以說明社群媒體運用於戰場,具有相當作戰效果與國家影響力。
The Ukrainian government expelled the Russian military from aggression against the capital Kyiv in the 2022 Russia-Ukraine War. The military also successfully uses social media with the help of the low-orbit satellites of the US company's "Starlink Project" to create narratives in their favor. The Ukrainian government not only united its will to resist the enemy at home, disseminated favorable war news to the outside world, and also exposed the atrocities of the Russian army in the war with the theme of "resisting aggressors, democratic values, and humanitarianism." As a result, the Zelensky government is often cited by the international media as the primary source of information, contributing to a change in attitudes and willingness to military aid Ukraine by third countries or the international community. This research shows that social media is another successful example of weaponized manipulation. This study summarized Ukraine's propaganda strategy via an investigation of international reports. The analysis used three observation indicators, including the content of particular issues, the change of attitudes of the international community, and obtaining assistance from other countries. It could be argued that social media has considerable national influence providing combat-support effects.
