With the data of the "New York Times reports on The Law of the People's Republic of China on Safeguarding National Security in the Hong Kong Special Administrative Region" ("The Law on Safeguarding National Security in Hong Kong" in brief), this article builds a small-sized corpus and conducts a critical discourse analysis based on the theory of proximization. It is found out that New York Times mainly adopted spatial proximization strategies to construe China as a peripheral entity and Hong Kong as central entity, temporal proximization strategies to highlight the continuity of the central government's "oppression" on Hong Kong, and axiological proximization strategies to alienate the authority of the Law. Consequently, the noticeable stance of American media is revealed by way of the discursive strategies, that is, taking the standpoint of rioters in Hong Kong, using a narrow concept of "human rights" as a means to interfere with China's internal affairs and severing the political trust between Hong Kong people and the central government so as to undermine the political stability of Hong Kong.
