媒介化治理是将媒介化作为治理资源,促进媒介逻辑对公共空间、公共政策、社会生活和社会治理的全方位渗透,同时将人民民主的价值理性融入和贯穿治理全过程,实现媒介化治理与社会结构、政治逻辑的有机结合与互动。中国的媒介化治理应在媒介化政治和媒介化社会两种语境下加以洞察。媒介化政治层面,解决的是媒介化治理的理念问题或治理目标问题;媒介政策演进、新技术迭代更新、平台化趋势等编织的媒介化社会景观,为媒介化治理提供了实践之基。以融媒构建多元化的公众参与通道;通过数据聚合,型构治理扁平化结构,实现精准治理;以服务型治理方式实现柔性治理手段与国家治理刚性结构的有机融合,这些媒介化治理的基层实践,构建了独特且重要的传播景观,彰显了人民民主的价值理念,成为理解媒介化治理“中国之治”的破题之钥。
Media governance refers to the utilization of mediatization as the resource of administration for the promotion of the all-round penetration of media logistics into public space, public policies, social life and social governance. Simultaneously, it integrates and penetrates the value rationality of people's democracy into the whole process of governance, hence realizing the organic combination and interaction of media governance and the social structure and political logistics. The media governance in China should undertake the perception within the two contexts of media politics and media society. On the layer of media politics, the problem to be solved is the idea of media governance, or the target of the governance. Meanwhile, the landscape of the media society, interwoven with the evolution of media policies, the iteration and updating of new technologies, the trends of platformization and etc., has provided media governance with the basis of practice. With the converged media, the multivariate public participation channels are constructed. A flat governance structure has formed through the assembly of data resources to enhance governance accuracy. The organic integration of the flexible governing method and the rigid structure of national governance is realized through service-type administration. All these basic practices of media governance have constructed the distinctive and important landscape of communication, which has manifested the value idea of "people's democracy", and has become the key to the understanding of "the governance of China" in media governance.
