海上攻守平衡：海軍戰略學說的檢視與對當代東亞的啟示
Offensive - Defensive Balance at Sea: A Review of the Sea Power Classics and Their Implications for Contemporary East Asia
摘要
在國際關係理論中，「攻守理論」自1970年代晚期出現，即引起廣泛討論與應用，並將研究焦點集中在「攻守平衡」的變動，惟迄今相關研究大多只關注陸戰的範疇，沒有探究海戰中攻守平衡的變化。儘管如此，在海軍戰略經典及其他相關著作中，已經有一些探討科技如何影響海上攻守平衡的線索。本文將嘗試加以檢視，並指出與陸上的狀況類似，科技對海上攻守平衡的影響，並不是那麼一目瞭然可以找出的，即使在海權經典著作中，也不乏誤解與偏見，產了對科技的不同理解與應用。於此，也如同陸上的情況，一旦對攻守平衡發生錯誤認知，可能會導致戰爭，這也正可能是當代東亞的寫照，不可不慎。

In the theories of international relations, the "offene - defenseive theory" appeared in the late 1970s and ignited widespread discussion and application. The theory focused on the "offense-defense balance" but most of the relevant researches so far only focused on the land warfare without much attention regarding naval warfare. Despite this, in the naval strategy classics and other related works, there were some clues on how technologies affect the offense-defense balance at sea. This article tries to examine these classics and works and finds that, as on land, the impact of any technology on the offense-defense balance at sea is not so clear at the first glance but actually depends on the understanding and application of the technology. This may be a reflection of contemporary East Asia, and we must be cautious.
