公務人力資源開發運用與保障機制之探討

摘要


公務人力資源開發運用,旨在人才發掘羅致、發展、激勵和維持,各功能相互關連,而健全的公務人力資源運用,必須根據行政組織發展而決定人力規劃,故公務人力資源運用不僅是人事政策之一環,亦兼具人事行政與管理之實務作為。公務人力資源開發運用之理論基礎,包括個別差異理論、社會學習理論、激勵理論,其實務面在考試制度、訓練進修制度及保障制度的運行;本文提出從理論實務運作現況分析,尤在當前全球化趨勢下,惟加強公務人力資源開發運用持續專注,更能在作為上深化,建立一套與時俱進的公務人力資源維持政策。

The civil service system varies from countries to countries according to their cultural and historical heritage, and the constitutional and practical role of the civel service usually affects to organizations and operation of its personnel administration This paper discusses the human resource management practices and protection system. Besides to criticize the defects of human resource management practices. Then find out our the questions which exist in our own personnel system, and finally makes conclusions and give more advises.
