摘要

由於時空環境因素使然，軍訓教官在我國已成為一套獨特的人事制度。歷年軍訓教官的晉陞與遷調異動常引起社會大眾對此一制度公平性的質疑，對於軍訓教官的士氣不啻是一個打擊。本文擬從法制與實務的觀點，來探討現行軍訓教官陞遷制度所存在的問題及缺失，進而提出具體的改進建議，以供教育主管機關參考。

Owing to environmental factors of time and space, the personnel system of military instructors has become a unique pattern in Taiwan. The promotion and transfer of military instructors have often caused the public to challenge its fairness for many years, thus it could damage the morale of military instructors. This article will review military instructors' promotion system and further to provide some suggestions for the Ministry of Education from legal and practical perspectives.
