面對臺灣動保問題,臺灣公部門、私部門及非營利組織已實行各項計畫並取得成果,但因國人動物保護觀念未普及、政府與民間溝通不良及政府經費有限,導致我國動物保護政策充滿困境。觀察以前的動物保護相關文獻,較少從大專院校面進行分析,然我國大專院校藉由經營動保相關社團,已實行動物保護服務多年。本文聚焦臺灣大學的臺大-永齡「關懷生命、愛護動物」專案計畫及中興大學的「流浪動物減量與福祉實踐」USR計畫,應用Carlos, et al(2017) VPI模型及大學社會責任評估邏輯框架,來描繪大專院校動物保護的社會責任評估架構。 研究結果發現個案可能因經費穩定性的差異而造成其業務項目性質的不同。經費穩定性高故能執行長期性項目,適合進行長時間的醫學研究;經費穩定性低適合短期性的項目,像是為流浪動物結紮。從訪談結果來看,本文兩個個案確能協助政府執行動保政策,主要能協助政府宣導動保觀念,部分有獸醫系的學校更可以協助獸醫師為動物進行醫療處置,填補獸醫人力。然而,學校多以無償服務協助政府,長時間下來可能消磨學校的熱情。另外,在動物保護領域中,學校因能直接與學生接觸,有助於招募動保人力,也容易教授動保知識,又因學校有專業學術能力、公信力,因此利於跨域合作,在動保計畫的執行上與其他單位相比較有優勢。從兩校的經驗可給予其他想從事動保計畫的學校建議,訂定動保計畫須具備經費、熱忱、完成計畫的決心及與第一線人員溝通這幾項要素,且舉辦能實際接觸動物的活動較能吸引學生。最後,本文依據受訪者回應將大專院校可進行的動保措施及策略根據難易度以短、中、長期進行分類,望能給予其他學校基本的概念。 與先前討論動物保護政策執行的文獻不同,本文嘗試以一個新的方向——學校的角度來分析如何解決臺灣動保政策的困境。研究過程中也發現兩個個案不斷發揮影響力,使得政府、非營利組織、其他學校都因個案的影響,開始重視動保觀念。希望未來能有更多學校願意發揮專長,在推廣動物保護概念的道路上繼續深耕。
Facing animal protection problems, Taiwan’s public sector, private sector and non-profit organizations have implemented various programs and achieved results. However, the implementation of animal protection policies in Taiwan is full of difficulties due to the unpopularity of Taiwanese people's concept of animal protection, the poor communication between the government and the people, and the limited government funding. The previous studies rarely reviewed the literature on animal protection from the perspective of universities. However, universities in Taiwan have carried out animal protection services by operating animal protection-related associations. This paper focuses on the NTU-YongLin humane project and the USR project of "Stray LOHAS: stray animals’ reduction and fulfillment of welfare." By analyzing two cases, this paper applied the VPI model and the USR assessment logics framework (Carlos, et al., 2017) to describe the social responsibility assessment framework of animal protection in universities. The results have shown that the stability of funding sources might lead to the difference in the nature of business projects. Long-term projects could be implemented with higher funding stability; it is suitable for short-term projects with lower funding stability. According to the interview results, the two cases in this paper can indeed assist the government to implement animal protection policies, and the most important thing is to help the government to promote the concept of animal protection. Some universities with veterinary departments can also assist veterinarians in carrying out medical treatment for animals and filling up the veterinary workforce. However, many universities assist the government with unpaid services, which may wear down their enthusiasm over the long term. In addition, the universities can directly contact students in animal protection, which is conducive to the recruitment of animal protection personnel and easy to teach animal protection knowledge. Moreover, the university has professional academic ability and credibility, which is conducive to cross-domain cooperation and has an advantage over other institutions in implementing animal protection plan. The experience of the two universities can advise other universities that want to engage in animal protection plans. To establish animal protection plans, universities should have funds, enthusiasm, determination to complete the project and communicate with the front-line personnel. Moreover, activities that can interact with animals are more attractive to students. Finally, based on respondents' responses, the paper classified the available animal protection measures and strategies that universities can take into short, medium and long term categories according to difficulty, hoping to provide basic concepts for other universities. Unlike the previous literature discussing the implementation of animal protection policy, this paper has attempted to analyze how to solve the dilemma of Taiwan's animal protection policy from the perspective of a new direction—universities, and focused on two universities that have actively implemented animal protection plans. During the research process, it was also found that the influence of the two cases continued to make the government, non-profit organizations and other schools begin to pay attention to the concept of animal health. This study hopes that more universities will be willing to give full play to their expertise in promoting the concept of animal protection in the future.
