本研究目的在探討農產品初級加工場的區域服務功能。本研究採用混合研究法,分析量化資料及農民、農業團體的質性焦點訪談方式,客觀分析具備區域服務功能角色的初級加工場的重要性及方便性。在合乎法規的加工項目內,本研究發現初級加工場可以協助區域內的許多農民,以少量的農產品就能獲得初級加工服務,這對於農民因為初級加工獲得更好的收入以改善生活,產生很大的幫助。從淺草堂個案研究的各項數據及訪談中得知,農民相當需要農產品初級加工的區域服務。而臺灣花東地區具有區域服務性質的初級加工場少,願意服務少量農產品的初級加工場更少,故農民即使路程較遠,也願意前往並委託這些初級加工場服務。因此,政策建議上,這些業者值得政府提供補助及激勵措施,鼓勵更多願意投入區域服務的初級加工場,以照顧不同區域內只有小產量的農民加工需求。其次,在輔導技術課程及設備升級方面,可以提升初級加工的技術水平,並在各縣市紮根來幫助需要的農民,而最終能夠促進區域初級加工服務業的發展。
This study aims to explore the regional service function of primary processing plants of agricultural products. This study adopts a mixed research method, analyzes quantitative data and qualitative focus interviews with farmers and farming groups, and objectively understands the importance and convenience of primary processing plants with regional service functions. With the legally compliant processing items and processes, this study found that primary processing plants can assist many farmers in the region to obtain primary processing services even with a few agricultural products. These significantly improve farmers’ income and livelihood due to primary processing service assistance. Through data collection and interviews from the case of Ciancaotang, this study found that most farmers need the regional services of primary processing plants for agricultural products. However, there are few primary processing plants with regional service in the Huatung district of Taiwan, and even fewer primary processing plants are willing to serve a small number of agricultural products. Therefore, farmers are willing to go to and entrust services to these primary processing plants even if the location is far away. Therefore, in terms of policy suggestions, these businesses deserve government subsidies and incentives to encourage more primary processing plants willing to provide regional services to meet the processing needs of farmers with small outputs in different regions. Secondly, regarding training teachings and equipment promotion, it is worthy of promoting the technical level of primary processing, taking root in various counties and cities to help farmers, and finally enhancing the development of the regional primary processing service industry.
