臺灣即食食品包材產業發展之研究
A Study on the Development of Food Packaging Industry for Home Meal Replacement Products in Taiwan
摘要
產業發展如逆水行舟，不進則退。在生活型態已發生極大變化的今日，每個人都在追求最適合自己的生活型態，健康、安全及時髦的飲食生活近幾年也愈來愈受到重視。在社會對食品商品有更多期待及需求的同時，與台灣的食品商品的發展密不可分的食品包材產業也面臨了許多挑戰與機會。 即時食品包材在整體食品產業供應鏈上只是一個配角，雖然其為必需品是普遍共識，在討論即食及各種食品商品時卻也很少探討包材的重要性。近幾年世界環保議題浪聲不斷，政府及環保團體不斷倡導，加上更多的禁用及法律限制與規定，導致台灣食品包材產業進退不得，前路如何尚未可知。 本研究自國內食品包材產業現況出發，了解食品與包材的相關性，同時從食品安全角度深入探討食品包材的重要性及其尚有發展的潛力；蒐集日本食品包材發展方向及功能性，研析其成功的經驗為範本及參考方向。本研究再以深度訪談的方式，將國內食品包材產業鏈上、中、下游相關業者的意見及需求整理及分析，配合市場商情的蒐集整理，研擬國內食品包材產業發展的策略與路徑。 雖然食品產業在農業與食品技術的研究與投入所費不貲，但國內對即食食品包材技術的研究並不重視，主因為消費者本就對食品包材沒有特別的關注。本研究希望能為後進研究者之基石，使包材的角色能夠正確被認知，為台灣的食品包材產業產業注入活水。

Industrial development is like sailing against the current. If you don't advance, you will retreat. Today's lifestyles have undergone tremendous changes and veryone is pursuing the lifestyle that best suits them. Healthy, safe and fashionable eating habits have also received more and more attention in recent years. While society has more expectations and demands for food products, the food packaging industry, which is inseparable from the development of food products in Taiwan, is also facing many challenges and opportunities. Ready-to-eat food packaging materials only play a supporting role in the overall food industry supply chain. Although it is generally accepted that they are necessities, the importance of packaging materials is rarely discussed when discussing ready-to-eat and various food products. In recent years, environmental issues around the world have been raging. The government and environmental groups have continued to advocate and impose more bans and legal restrictions and regulations. As a result, Taiwan's food packaging industry is stuck in a dilemma, and the future is still unclear. This study starts from the current situation of the domestic food packaging material industry to understand the correlation between food and packaging materials. The importance of food packaging materials and their development potential from the perspective of food safety and environmental protection is discussed. The development direction of Japanese food packaging materials functionality is also collected to analyze its successful experience as a model and reference direction. Then, in-depth interviews to organize and analyze the opinions and needs of relevant players in the upper, middle and lower streams of the domestic food packaging material industry chain. Finally, with the collection of market conditions, strategies and pathways for the development of the domestic food packaging industry is framed along with policy suggestions. Although the food industry spends a lot of money on research and investment in agriculture and food technologies globally, research on home meals replacement food and ready-to-eat food packaging technology has gained less attention in Taiwan, mainly because consumers do not pay special attention to food packaging materials. This study hopes to serve as a foundation for future research, so that the role of packaging materials can be understood, and to inject vitality into Taiwan's food packaging industry.
