摘要


國際關係學界通常關注於大國權力競合,導致大多數人對更貼近於你我的數位公眾外交相當陌生,爰此本研究旨在觀察台灣自蔡英文政府執政期間,操作數位公眾外交的過程。本文透過文字探勘方法,探究台灣外交部及其外館透過社群媒體傳遞 #TaiwanCanHelp形象的成效;透過統計分析,檢證經營數位公眾外交對國際社會於世界衛生大會(WHA)、國際刑警組織(INTERPOL)與國際民航組織(ICAO)等場合的挺台行為所產生影響。同時深度訪談兩位實務工作者,了解台灣透過新途徑鏈結國際社會的經驗與展望。 數位公眾外交有其獨特性及重要性。它的對立面是傳統公眾外交。傳統公眾外交以國家為主體,單一線性為傳播方向,旨在創造國家利益與擴大權力;數位公眾外交則納入多元行為者,透過社群平台創造雙向溝通的機會,以相同理念價值為基礎,鏈結夥伴建構合作網絡,促成理解與認同,進而提升己身的形象。數位公眾外交與傳統公眾外交並非互斥,而是互補。 本文發現,台灣透過 #TaiwanCanHelp 的操作,已觸及177個國家或地區,並促使無邦交的理念價值相近國家,透過不同方式支持台灣參與國際組織。往後台灣賡續相關操作時,應注意相關內容需連結在地社群,俾能創造共鳴,穩定推進並深化台灣與各方的關係。

Academia surrounding international relations typically focuses on great power rivalry and leads to a lack of awareness of digital public diplomacy, which is more related to daily life. This thesis aims to observe the process of Taiwan's practice of digital public diplomacy under the Tsai Ing-wen government. Through text mining, this paper explores the effectiveness of Taiwan's Ministry of Foreign Affairs and its foreign missions in conveying the image of #TaiwanCanHelp through social media. Through statistical analysis, this thesis seeks to validate the impact of digital public diplomacy on international support for Taiwan at the World Health Assembly (WHA), the International Criminal Police Organization (INTERPOL), and the International Civil Aviation Organization (ICAO). Meanwhile, in-depth interviews with two practitioners provide insights into Taiwan's experiences and prospects in connecting with the international community through new channels. Digital public diplomacy is unique and essential. Its counterpart is traditional public diplomacy, which is state-centric with one-way communication, aiming to create national interests and power. Nevertheless, digital public diplomacy incorporates multiple actors, creating a space for two-way communication through social media, linking partners based on shared values, constructing collaborative networks, facilitating mutual understanding, and enhancing one's own image. Digital public diplomacy and traditional public diplomacy are not mutually exclusive but complementary. This thesis finds that Taiwan's use of the #TaiwanCanHelp campaign has reached 177 countries or regions, prompting like-minded democracies among non-ally countries to take actions supporting Taiwan's participation in international organizations. In future endeavors, Taiwan should ensure that content remains connected to local communities to create genuine relations, thereby fostering stable advancement and deepening relationships with various parties.
