永續供應鏈對臺灣水泥產業的策略意涵

摘要


隨著全球氣候變遷日益嚴重,永續發展成為全球企業重要的經營議題。水泥產業作為重要基礎建設產業,長期背負著嚴重汙染、高碳排的負面既定印象,然而綜觀台灣歷史,該產業又因臺灣的高度需求必須快速在生產製造與環境保護壓力間取得平衡,因此打造永續供應鏈與生態圈成為了產業持續發展的關鍵。 本研究以鑽石模型、價值鏈活動、PEST環境分析和利害關係人理論等框架,分析全球永續供應鏈管理趨勢和亞洲地區永續供應鏈管理情況,由廣至深、結合Outside-in 與Inside- out為台灣水泥產業在永續供應鏈上的策略布局提供啟示。 本研究首先回顧了全球永續供應鏈管理的趨勢,指出產業尋求降低碳足跡和提升綠色形象是永續供應鏈發展的主要動力。接著,透過亞洲地區永續供應鏈管理進程分析,說明我國在亞洲的競爭地位與發展現況,並探討實務面相關指標與法規政策發展的進程,發現政府政策與產業自律是永續供應鏈發展的重要動力。 接著從台灣水泥產業的面向出發,探討競爭地位、面臨挑戰以及發展機遇。並以台泥公司為例,深入探討其在永續供應鏈議題的創新作為與綠色轉型,如花 蓮和平廠的三合一零廢棄園區、低碳水泥投資研發等。並藉由供應商稽核訪談分析,了解其實務面上存在的痛點以及需補強之處。 最後,本研究針對台灣水泥產業的永續供應鏈策略布局提出具體建議。以CSOP的架構說明癥結與行動說明。本研究發現,台泥在臺灣高碳排產業中已屬於永續議題執行面上的領頭羊,未來應持續加強與政府的合作,同時透過供應商合作,與次級供應商發展更緊密的合作關係,以推動供應鏈永續發展的生態系。且除了台泥本身,對於我國其他石化或高碳排產業而言,持續增加清潔技術研發、提高能源使用效率、增加供應鏈風險抵禦能力以及生態系共榮共生,都將會是在面對2050淨零碳排趨勢時保有核心競爭力的關鍵要素。

With the increasing severity of global climate change, sustainable development has become a crucial operational concern for businesses worldwide. The cement industry, as a vital infrastructure sector, has long carried a negative reputation for severe pollution and high carbon emissions. However, given Taiwan's high demand and the need to balance production and environmental conservation, creating sustainable supply chains and ecosystems has become the key to the industry's continued growth. This study utilizes theoretical frameworks such as the Diamond Model, Value Chain Activities, PEST Environmental Analysis, and Stakeholder Theory to analyze global trends in sustainable supply chain management and the status of such practices in the Asian region. By adopting both Outside-in and Inside-out approaches, this research provides insights for strategic positioning in sustainable supply chains for Taiwan's cement industry. The study begins with a review of global trends in sustainable supply chain management, emphasizing the industry's drive to reduce carbon footprint. It then examines Taiwan's competitive position and development status in the Asian sustainable supply chain landscape, alongside an exploration of practical indicators, regulatory policies, and the pivotal role played by governmental policies and industry self-regulation in advancing sustainable supply chains. Next, focusing on the Taiwanese cement industry, the study investigates its competitive position, challenges, and development opportunities. Using Taiwan Cement Corporation (TCC) as a case study, the research delves into the company's innovative initiatives and green transformations related to sustainable supply chains, such as the Three-in-One Zero Waste Park at the Hualien Heping Plant and investments in low-carbon cement research and development. Furthermore, through supplier audit interviews, the study uncovers operational pain points and areas requiring improvement. Finally, the research proposes specific recommendations for the strategic layout of sustainable supply chains in Taiwan's cement industry, following the CSOP framework to address key findings and action plans. The study finds that TCC leads the way in executing sustainability initiatives within Taiwan's high-carbon industries, emphasizing the need for continued collaboration with the government and fostering closer ties with secondary suppliers to promote the ecosystem of sustainable supply chains. Moreover, beyond TCC, other petrochemical or high-carbon industries in Taiwan should continuously invest in clean technology research, enhance energy efficiency, increase supply chain risk resilience, and foster coexistence with ecosystems to maintain core competitiveness in the face of the 2050 net-zero carbon emissions trend.
