近年來,國際局勢動盪,中美關係惡化,臺海議題逐漸成為國際關注的焦點。自 2020 年起,中國政府對外媒記者的管制日益嚴格,促使許多關注中國議題的記者將駐點轉向臺灣,進而改變臺灣的外媒生態,影響其在全球新聞網絡中的角色與定位。本研究探討臺灣外媒生態的變遷,分析外媒駐點臺灣的成因與影響,並補充相關學術研究的空缺。透過深度訪談外媒新聞工作者,包括外籍記者、在外媒工作的臺灣記者,以及在地新聞嚮導(fixer),本研究檢視近年來臺灣外媒圈的趨勢變化,並解析其報導視角、面臨的挑戰與機會。研究結果顯示,隨著外媒在臺灣的增加,臺灣新聞報導的國際能見度顯著提升,且報導範疇已從政治與兩岸議題擴展至文化與社會動態。此外,臺灣提供相對自由的新聞環境,使其成為外媒駐點的重要選擇,但同時仍面臨資訊管道限制、在地新聞資源分配,以及國際媒體議題設定等挑戰。
In recent years, global political instability and the deterioration of U.S.-China relations have brought heightened international attention to the Taiwan Strait. Since 2020, the Chinese government has tightened its control over foreign media correspondents, prompting many journalists covering China-related issues to relocate to Taiwan. This shift has significantly altered Taiwan’s foreign media landscape, redefining its role and position within the global news network. This study examines the transformation of Taiwan’s foreign media ecosystem, analyzing the factors driving the relocation of foreign media correspondents to Taiwan and its broader implications. By conducting in-depth interviews with foreign journalists, Taiwanese journalists working for foreign media, and fixers, this research explores the evolving trends in Taiwan’s foreign media community, as well as the perspectives, challenges, and opportunities faced by these media professionals. The findings indicate that the increased presence of foreign media in Taiwan has significantly enhanced the country’s international news visibility. Furthermore, coverage has expanded beyond politics and cross-strait relations to include culture and social dynamics. While Taiwan offers a relatively free press environment, making it an attractive base for foreign correspondents, challenges remain, including limitations in information access, the allocation of local news resources, and agenda-setting dynamics within international media.
