園藝博覽會籌辦企劃模式之研究---台灣實施案例經驗分析為例
A Study on the Models of Horticultural Exposition Planning and Programming in Taiwan

摘要
近十餘年來世界各地舉辦的國際博覽會成功案例不少，其經驗和心得足供我國今後推動籌辦各種主題博覽會之整體規劃參考與借鏡。本文在目前台灣地方政府主導舉辦多次的各式博覽會與大型活動中，選擇宜蘭綠色博覽會、彰化花卉博覽會與台北花卉展等作為研究案例。研究方法採個案研究法，利用資料文獻蒐集、現地活動參與式觀察、訪談等方式，交叉探討台灣園藝博覽會企劃與運作模式。雖因國際政治因素台灣於短期內不容易籌辦國際認證之博覽會，但是在自我育成的過程中，卻應該學習培養創新觀念和做法，建立專業分工和整合協作的成規，有效規劃資源，完善配套計畫運作的模式，建構一套屬於當地的籌辦企劃模式與作業系統。如此方能提升我國今後推動籌辦各種主題博覽會之境界和成效。

There are many successful International Expositions held worldwide in the decade. The experiences of those cases could be the reference sources to our country when holding various expositions in the future. This thesis chooses three cases from various expositions held by local governments, including Green Expo' of I-Lan, Flower Expo' of Chang-Hwa and Flower Fair of Taipei City. By using the case study method , the research through the data collection, field participation and interview to find the planning and operation model. In the short term, maybe it is not easy for Taiwan to hold a formal Expositon with national agreement due to the complex political problems. However, we could combine the resources in advance, making a local professional model operation system for planning of the Horticultural Expos’ in Taiwan.
