美中競逐之地緣政治經濟分析：以太平洋島國為例
The Geopolitical Economic Analysis of U.S.-China Competition: A Case Study of the Pacific Island Countries
摘要
美國與中共之間的戰略競逐自2017年起在全球諸多地區發酵升溫，其中在印太地區尤為顯著。中共憑藉其日益壯大的經濟實力，積極對外擴張影響力，與美國在印太地區的戰略利益產生碰撞；美國遂從川普政府開始，在政治、外交、經濟、軍事等領域，對中共展開一系列的圍堵與遏制政策，雙方戰略角力與競逐除影響兩國關係，亦牽動著區域地緣政治情勢。 鑒於我國在太平洋島國地區目前仍擁有3個邦交國，且該地區向來為中共積極經略之標的，本研究聚焦美中兩國在太平洋島國（亦稱南太島國）的戰略競逐，從政治外交、經貿投資及援助、軍事安全及非傳統安全等四大面向，梳理兩國對島國的政策內涵及手法異同，觀察區域國家反應與立場，並評估兩國後續戰略互動情形，以及對我國之影響，盼藉由分析大國在區域戰略競逐態勢，進而有助我國維護邦誼及應對潛在風險。

Since 2017, the strategic competition between the United States and the People's Re-public of China (PRC) has been intensifying, with a particularly pronounced impact in the Indo-Pacific region. Leveraging its increasingly robust economic power, the PRC actively extends its influence abroad, leading to clashes with U.S. strategic interests in the Indo-Pacific. In response, the United States, beginning with the Trump administra-tion, has implemented a series of containment and deterrence policies against the PRC across political, diplomatic, economic, and military domains. The strategic maneuvering and competition between the two nations not only affect bilateral relations but also significantly shape the geopolitical landscape in the region. Given that Taiwan currently maintains diplomatic relations with three Pacific Island nations, and region countries have been targets of PRC’s expansion, this study focuses on the strategic competition between the United States and PRC in the Pacific Island Na-tions, also known as the South Pacific Countries. Examining four major dimen-sions—political diplomacy, trade and investment, military, and non-traditional securi-ty—this research aims to delineate the policy frameworks and tactics employed by both countries towards island countries. The study also observes the responses and positions of regional countries and evaluates the subsequent dynamics of strategic interaction between the two major powers. Through analyzing the geopolitical competition in the region, this study aims to contribute to Taiwan's efforts in maintaining diplomatic relationships and effectively addressing potential risks.
