本研究以文獻分析法、個案研究法,並運用多種次級資料庫,探究在新冠疫情衝擊下,臺灣企銀配合政府提供中小企業紓困振興貸款執行效益及風險評估,並分析臺灣企銀全台六個營運區域執行效益的差異情形。其主要研究結果如下: 1.在執行效益方面:臺灣企銀辦理紓困振興貸款於國內37家銀行中表現優異,不論是核准件數或金額均名列前茅。 2.在整體紓困振興貸款的核准率方面,各營運區域承辦各項紓困振興貸款方案的平均戶數及金額之核准率均大致高於九成,再經由F檢定與Kruskal-Wallis檢定可知,六大營運區域在各項紓困振興貸款方案的平均戶數核准率上有顯著差異,其中以南二區的表現最為積極,而北一區表現最為嚴謹。在承辦央行中小企業專案貸款戶數的核准率上,以南一區最為嚴謹,而南二區最為積極。在承辦各部會紓困貸款戶數的核准率上,以南二區最為積極,而北一區最為嚴謹。在自辦企業戶紓困貸款戶數的核准率上,以南二區最為積極,而中區最為嚴謹。 3.在風險評估方面:由於相關紓困振興貸款均由信保基金提供最低八成保證,讓銀行承貸風險大幅下降。110年1月臺灣企銀逾放比率排除非紓困單一大額逾期授信戶後,逾放比率較疫情發生前(109年1月)下降0.02%為0.37%,可知紓困振興貸款違約的風險,短期內應在銀行可控的範圍內。
This thesis uses document analysis, case study and various secondary databases to explore the implementation benefits and risk assessments of Taiwan Business Bank in cooperation with the government to provide relief and economic stimulus package for small and medium-sized enterprises under the impact of COVID-19. Moreover, to analyze the differences in the implementation benefits of the six operating regions of Taiwan Business Bank. The main research results are as follows: 1.For the implementation efficiency perspective, Taiwan Business Bank has an outstanding performance among 37 domestic banks in handling relief and revitalization loans, ranking first in both the number of approved loans and the amount of loans. 2.In terms of the overall approval rate of the relief and revitalization loan, the approval rate of the average number of households and the amount of the various relief and revitalization loan programs in each operating region are generally higher than 90%. According to the F test and Kruskal-Wallis test, there are significant differences in the approval rate of the average number of households of each bailout loan program in the six operating regions. The second district in South is the most active, while the first district in North is the most rigorous. In terms of the approval rate for the number of loans of various ministries, the second district in south is the most active, and the first district in north is the most rigorous. In terms of the approval rate for the number of relief loans for self-run business households, the second district in south is the most active, while the central district is the strictest. 3.For the risk assessment perspective, as the relevant relief and revitalization loans are guaranteed by the credit insurance fund at a minimum of 80%, the bank's loan risk is greatly reduced. After excluding the single large overdue credit accounts that were not rescued in January 2021, the non-performing loan ratios of Taiwan Business Bank decreased by 0.02% to 0.37% compared with before the COVID-19 epidemic (January 2020). It can be seen that the risk of bailout loan default should be within the control range of banks in the short term.
