Taiwan is frequently subjected to heavy rainfall each year, causing a sudden rise in river levels and potentially leading to flood disasters. Therefore, real-time monitoring of river levels is crucial for flood control work. This thesis proposes a method that utilizes existing CCTV systems to achieve low-cost and real-time water level detection through image binarization and grid processing. Even in situations where the image lacks a water level gauge or the gauge numbers are too blurry to identify, this method can effectively estimate the current river water level. By using the existing CCTV and the river water level detection method proposed in this thesis, the monitoring range can be expanded, further enhanced the coverage of flood control work and effectively reducing the risk of flood disasters.
