一帶一路下的「中巴經濟走廊」建設

A Study on China-Pakistan Economic Corridor(CPEC) under the Belt and Road Initiative

摘要


中國在2013年提出一帶一路倡議。巴基斯坦的地緣位置又是倡議向西移動的關鍵。巴基斯坦長期經濟低迷,與中國有著良好的歷史關係。雙方合則兩利,因此共同發展出中巴經濟走廊建設。本論文首先藉由中國與巴基斯坦的交往歷程,探究中國和巴基斯坦如何發展出中巴經濟走廊,以及該走廊如何成為一帶一路的旗艦項目。接著,本論文說明中巴經濟走廊的項目內容。最後,則分析中國和巴基斯坦可能遭遇的內部及外部挑戰。目前為止,中巴經濟走廊許多項目尚未完工,因此仍無法確定該經濟走廊是否能夠作為一帶一路倡議成功的典範。但是在國際政治上,中巴經濟走廊已掀起其他大國的猜疑。

China proposed the Belt and Road Initiative(BRI) in 2013. Pakistan’s geographic location is crucial for the initiative’s westward drive, in both economic and geopolitical terms. Pakistan, a long-time stagnant economy, has close relationship with China. Thus, both China and Pakistan have incentives to cooperate to obtain mutual gains. The China-Pakistan Economic Corridor (CPEC) is a case in point. This thesis analyzes the history of Sino-Pakistani relations to provide a backdrop of the CPEC as a flagship project of China’s BRI. Then, I list the specific contents of the CPEC. The thesis analyzes the challenges CPEC faces in the two countries’ domestic and international surroundings. The thesis concludes that it is still too early to render a judgement on the CPEC as a success or a failure, given that many component projects of the CPEC remain unfinished. But something is for sure--the CPEC has stirred suspicions and counteractions among other great powers in the region.
