海外台商公司資訊委外策略與台商協會影響角色之研究-以越南台商企業為例

隨著近年來中國大陸經濟發展，勞工薪資水平上漲，台商過往在中國大陸低廉的勞動成本優勢已不復存在。在面臨中國大陸勞動結構轉變與中美貿易戰的影響，再加上新冠疫情對中國帶來的封控所導致的工廠癱瘓，使得許多在中國大陸經營多年的台商，被迫考量進行企業轉型或安穩退場的可能性；臺越經貿關係日趨緊密，自我政府近年提倡「新南向政策」後，熱度更是持續增溫，本研究調查台商資訊委外的實際狀況掌握資訊還未委外的原因。本研究以越南經商貿易的台灣企業，針對需要資訊服務之企業，透過研究資訊委外相關的關鍵問題，逐一瞭解樣本企業在資訊服務委外的程度上落差和原因。本研究深入了解五家越南台商企業，透過深度訪談方式深入探討資訊委外的情形和相關資訊委外的看法。彙整本研究深度訪談結果：(1)台商資訊委外的程度取決於公司負責人對資訊應用倚重的程度和態度；(2)台商資訊委外的程度取決於品牌供應商對公司廠房產品的要求；(3)在韓國、日本、新加坡商的競爭威脅與歐美國家於2021實施碳盤查要求後，這些將增加越南台商企業在資訊服務的建置困難度。

With the recent economic development in mainland China, the wage levels of workers have risen, and the previous advantage of low labor costs for Taiwanese businesses in mainland China no longer exists. Faced with the transformation of the labor structure in mainland China and the impact of the US-China trade war, coupled with the factory paralysis caused by the COVID-19 pandemic and the control measures implemented in China, many Taiwanese businesses that have been operating in mainland China for years are forced to consider the possibility of corporate transformation or a stable exit. With the increasingly close economic and trade relations between Taiwan and Vietnam, and the continued momentum since the Taiwanese government advocated the "New Southbound Policy" in recent years, this research aims to investigate the actual situation of information outsourcing by Taiwanese businesses and understand the reasons why information is not yet outsourced. This study focuses on Taiwanese companies engaged in business and trade in Vietnam, specifically those that require information services due to their business scale. By exploring key issues related to information outsourcing strategies, the study aims to understand the influencing factors of information strategies in the sample companies. In-depth interviews were conducted with five Taiwanese businesses in Vietnam to explore the situation of information outsourcing and their perspectives on information outsourcing. The results of the in-depth interviews were summarized as follows: (1) The extent of information outsourcing by Taiwanese businesses depends on the reliance and attitudes of company leaders towards information services. (2) The extent of information outsourcing by Taiwanese businesses depends on the requirements of upstream partners for their products. (3) The competitive threats from businesses in South Korea, Japan, Singapore, and carbon footprint reporting requirements implemented by European and American countries in 2021 will increase the difficulty of information service establishment for Taiwanese businesses in Vietnam.
