蔡英文主政時期兩岸政策之持續與變遷

兩岸關係自從2008年5月20日馬英九執政以來，以「一中各表之九二共識」作為重新開啟兩岸之間會談的基礎，在海基、海協兩會協商下迄今簽署十二項協議，帶領兩岸關係朝向和平發展的路途邁進。2016年大選再次政黨輪替，蔡英文當選總統，台灣進入一個新的政治變動階段，兩岸關係的轉變，大陸政策影響兩岸關係的好壞，牽一髮動全身，直接影響我國外交、國防、經濟等領域政策；大陸政策同時也間接影響到教育、文化乃至於社會福利政策。代表民進黨的蔡英文執政後，其兩岸政策為何？將如何影響兩岸關係的發展？本研究藉由探討蔡英文主政時期的兩岸政策，以了解其不同時空背景下所提出的政策有何延續與變遷之處，並以文獻分析法作為最主要的研究方法。欲探討民進黨黨內的兩岸政策對蔡英文政府兩岸政策有何影響？並進一步探討蔡英文執政前後兩岸政策的延續及改變；分析影響蔡英文兩岸政策之國際及國內環境因素。本研究結果發現：蔡英文延續民進黨兩岸政策之主張，在不動搖民進黨核心價值的情況下，在兩岸政策論述採取「維持現狀」主張，以保留最大的彈性空間。「維持現狀也是多數台灣民眾的態度，然而由於蔡英文520演說中尊重「九二會談」歷史事實的說法不為中國大陸所接受，面對中共一連串的打壓、中美貿易戰開打的情勢下，「維持現狀」的兩岸政策基調是否會有所改變，在蔡英文執政的後期值得關注。

How will it affect the development of cross-strait relations? The study is Comparing the cross-strait policy of Tsai Ing-wen during the period before and after the ruling, to understand the continuation and changes of cross-strait policies, In order to understand this condition, Document Analysis has been used to this study. The study focus on What is the impact of the DPP’s cross-strait policy on the cross-strait policy of the Tsai's government? and further explore The Continuity and Change of Cross-Strait Policies Before and After Tsai Ing-wen 's Reign, and analyze international and domestic environmental factors. The results showed that Tsai Ing-wen Continues the DPP’s Cross-Strait Policy, adopt the "Maintain Status Quo", It is also the attitude of most Taiwanese people.
