英國脫歐與歐盟共同安全暨防衛政策

摘要


英國為歐洲的軍事強權及北約的主要成員,擁有強大的核武裝備、頂尖的軍工科技與製造能力。在英國加入歐盟近50年間,英國也曾致力於參與歐盟「共同安全暨防衛政策」(Common Security and Defence Policy, CSDP),認為透過此一政策有助於風險預防以及衝突管理,以促進歐洲的安全與防衛。2016年6月英國舉行脫歐公投,以51.9%的多數決定離開歐盟,脫歐後英國不再與歐盟分享在戰略空運(strategic airlift)、情報、監視、偵查等方面的機制,英國脫歐因此對歐盟CSDP將帶來一定之影響。 本文嘗試解構英國脫歐對歐盟CSDP的影響,觀察之重點為歐盟是否能夠在英國脫歐後進一步制度化其安全暨防衛政策及強化其軍事統合,亦或是因英國脫歐而使其軍事行動能力下降,其發展因而受到抑制。論文研究重點包括英國與歐盟的防衛政策及其戰略方向、英國在CSDP之角色及功能,以及英國的參與對CSDP之影響。本文研究目的為探討英國脫歐後可能之英歐軍事合作,並由建構主義闡述英國脫歐對歐盟安全防衛及英歐未來關係之啟示以及對學理之意涵。

As a European leading military power with strong nuclear weapons, top military technology and manufacturing capabilities, the United Kingdom has contributed to the “EU Common Security and Defense Policy, CSDP” since it joined the European Union. However, the United Kingdom held a referendum and decided to leave the EU with a 51.9% majority. After Brexit, neither the European Union nor the United Kingdom can share mechanisms in terms of strategic air transport, intelligence, surveillance, nor investigation. Thus, Brexit will certainly affect CSDP. This thesis attempts to construct the impact of Brexit on CSDP and future UK-EU relationship via the application of Constructivism, combined with the enlightenment and implications of the theory. The focus of observation is whether the EU can further institutionalize its security and defense policies and strengthen its military integration after Brexit, or the decline in military operations capabilities due to Brexit will hinder its development.
