再生能源併聯要點對風力發電之影響探討

摘要


再生能源是目前各國積極發展之重點,台灣地區有98%以上的能源需仰賴由國外進口。隨著國內社會經濟蓬勃發展,國人對生活與環境品質要求相對提高,能源需求日益增加,提高再生能源的利用已是不可避免的趨勢。我國為加速推廣再生能源之應用,由台電公司訂定再生能源發電系統併聯技術要點規範相關併聯事宜。台灣地區風能潛力相當優越,風能蘊藏量估計約為2,100萬瓩,風力發電在台灣地區將是再生能源之主要發展重點,惟其主要分佈於較偏遠之地區,而該地區台電配電系統較脆弱,故有必要針對併聯技術要點對其併聯於配電系統影響進一步分析與瞭解。 透過對再生能源發電系統併聯技術要點、配電系統及風力發電特性的瞭解,本論文透過模擬分析針對各項影響風力發電機組併入配電系統之因素加以分析,並以線路端用戶所實際感受到的電壓變動做考量,分析配電系統饋線上各點可允許併聯之風力發電機組逆送電力量。獲致下列結論: 一、饋線壓降5%的限制條件下,當饋線電流較大時,可併聯之發電機容量較大,末端集中型負載可容許併聯容量亦較大。 二、饋線短路電流越大時,可併聯風力發電機容量也需越大。 三、功率因數越趨向於1時,則可併聯風力發電機容量越大。

Now-a-days, renewable energy has become an inevitable trend being aggressively developed by major countries all over the world. In Taiwan, over 98% of energy must be imported from other countries. With the prosperous development of the economy, local people are requiring higher living and environmental quality which has stimulated increasing demands of energy day after day and the alleviated use of renewable energy is now an inevitable trend. To accelerate the application of renewable energy in the local market, Taiwan power Company has established the Renewable Energy Power Generation System Parallel Technical Guidelines for the tie-in related matters. Taiwan Area has an ideal potential for wind energy and the storage volume is estimated at approx. 21 million kilowatts. In view of this, the wind power generation would be the main point for developing renewable energy in Taiwan. However, most of the wind power generation spots are located in remoter areas where the power distribution system is usually weaker. On account of this, it is necessary to further analyze and understand the effect of the tie-up technical guidelines on the power distribution system. Through the understanding of Renewable Energy Power Generation System Tie-in Technical Guidelines, power distribution system and wind power generation features, this thesis will discuss the factors affecting the incorporation of wind power generator sets into the power distribution system through simulation analysis. Further, the voltage change actually experienced by the subscriber end will also be considered for analyzing the reverse transmission power from the wind power generator set that will be tied in at each point of the feeder power distribution system. As the above, conclusions are summarized as following: 1.At constant voltage variation(5%),the more current of feeder,the more wind power generation can be connected. 2.The higher fault current of feeder, the higher capacity of wind power generation can be connected. 3.When the P.F approach 1, much capacity of wind power generation can be connected to feeder.
