生產管理系統導入手法之研究 --以輔導中國上海良機公司為例

摘要

本研究主要探討在中國大陸如何導入適用的生產管理系統，來解決一些在中國大陸投資企業，所面臨生產效益低落的最大難題。以往一些學者專家研究大陸市場時，大部份集中在經濟面及人文思想上，並評估其投資可行性，但很少對已進入大陸市場投資企業，研究其應如何進行生產管理提升生產效率，以達到當初投資時預期之目標。這是很多已進入中國企業最期盼，也是最迫切需要解決的問題。
因此本研究以中國大陸目前最具知名度，最易接受的國際ISO 9000品質管理系統為架構，再加上一些生產管理上的基本要項手法，發展成一套簡單易行又適於中國大陸企業的生產及品質管理系統，以供大陸企業參考。
本研究從探討大陸產業概況及其所面臨的問題，如何解決的對策等，一直到建立一套以ISO 9000為基礎的生產及品質管理系統，對其架構、重點、推行方法等均給予詳細解說，且經上海良機公司等多家上海、蘇州、寧波一帶企業試行。在品質、製造成本、生產效率、物料管理上，皆有相當程度的效益。對解決在大陸投資的企業，甚至當地企業，在生產管理上應有一定程度之幫助。

The major purpose of this study is to research on how to introduce an appropriate production management system into Mainland China production facilities so as to further solve the low productivity problems which most of the enterprises of nowadays faced when investing into China. In the past, most of the scholars or economists, when doing feasible study of investment into China market, used to emphasize on the economic and cultural backgrounds of China . But very few of them put much efforts in the research and study on how to improve and up-grade the productivity of those existing enterprises in China so as to come up to the initial set target. This is no doubt an eager and urgent subject to be overcome for many of the enterprises in China.
Therefore, this research is based on the quality management system of a current most well known and ISO 9000 approved enterprise adding with additional production management measures. Out of which we developed a set of simplified but applicable structure of production and quality management system for China enterprises.
From studying on the current situation and problems of enterprises to the measures of solution and setting up of a ISO 9000 complied production and management system, we provided detailed illustration on the frameworks, key-points and implementation means and are proven effective by Lian Chi Shanghai as well as enterprises along Su Tzou and Ning Po.. They are highly efficient no matter it is about quality control, production costs reduction, productivity and/or inventory management. It is helpful to certain extent for production management to China invested as well as local enterprises.
