摘 要 本論文研究係針對28家有工業鍋爐的樣本廠商進行調查。這些工業鍋爐的燃料油資料數據與操作條件被收集來計算SOx的排放量與排放濃度。SOx空氣污染控制費的預估模式然後被建立來提供最佳可控制技術的污染改善建議。最後,依據SOx空氣污染防制設備的成本效益評估結果,工業鍋爐SOx可行減量空間可以被計算出來。 在這28家樣本工廠的87座鍋爐裡,有5家工廠的9座煙囪已經使用可以使SOx減量的空氣污染防制技術。這87座工業鍋爐的SOx總理論排放量與可行減量空間的計算結果分別為4,771.90與2,466.47噸/年。 本論文研究發現:在28家樣本工廠的78座鍋爐裡,有16家樣本工廠的34座工業鍋爐是非法操作。這意指著:一般而言,61.54%有工業鍋爐的工廠之46.58%的工業鍋爐,其操作過程將會影響到人類生活的空氣品質。這些工廠非法SOx排放量的空氣污染問題已經嚴重傷害到人類的身體及地球的環境。為了要保護人類的生活及地球的永續發展,工業鍋爐非法SOx排放問題的有效改善必須被重視,而且應該持續地追蹤與控制。
Abstract In this study, 28 sample factories with the industrial boilers are investigated. The fuel oil data and the operating conditions of these boilers are collected and employed to compute the emission rates and concentrations of SOx for these industrial boilers. The computational model of the air pollution control fee of SOx is then constructed to provide the suggestions of the best achieved control technology (BACT). Finally, the achieved reduced emission rates of SOx for the industrial boilers can be evaluated based on the cost benefit analysis of the air pollution control facility. Among the 87 chimneys of 28 sample factories, 9 chimneys of 5 sample factories have useed the the air pollution control technology of reducing SOx emission rates . The total SOx theoretical emission rate and the achieved reduced emission rate from the all 87 industrial boilers are computed in this study. It results 4,771.90 and 2,466.47 tons/year. In this study, it can be found that 16 sample factories with 34 industrial boilers among 28 sample factories with 78 industrial boilers are operated in the illegal conditions. It means that the operations of 61.54% factories with 46.58% industrial boilers will effect the air quality of the human life in general. The air pollution problems of the illegal SOx emission rates of these factories have injured seriously the human body and the environment of the earth. To protect the human life and the sustainable development of the earth, it must be paid much attention and be traced and controlled continuously to improve effectively the illegal SOx emission problems of the industrial boilers.
