資訊單位委外業務效益評估之研究

摘要
摘 要 由於産業環境的激烈競爭，迫使企業必須重新思考與評估內部的營運活動，辨識企業的核心能力，集中資源專注於核心活動、創造競爭優勢，因此，屬於非核心能力的活動則採取委外的方式處理，而資訊科技通常是企業委外的專案之一。若資訊科技對於企業來說並非核心活動，則資訊委外是組織資訊策略之一。藉由資訊委外的方式，企業可以節省自行開發的大量成本，更可獲得專業化與高品質的服務。 國內關於資訊委外之議題已有學者發表相關著作，然而較少委外流程對組織評估指標之研究。在實踐中，很多中小企業因爲害怕面對委外可能帶來的風險，而對於委外的實際行動舉足不前，因此本研究之目的是通過整理、分析國內外有關資訊委外議題之相關文獻匯總資訊委外流程之評估指標，並運用這些評估指標對中小企業進行問卷調查，再據以修正上述評估指標，以獲取中小企業資訊委外流程評估指標。 經過研究本文認爲企業系統委外會對組織有很多的影響，不僅促使組織中管理人員的角色從監督、控制轉變爲指導、支援下屬的工作，同時資訊委外使企業的組織結構由直線式結構向扁平結構轉變，使系統委外促使企業進行業務流程重組。

Abstract Because of the fierce competition of the industry environment, the business enterprises has to be re- considered and Valuated with the operation activity of the inner part of the business, and also has to identify the core ability of the business enterprise, and also has to concentrate resources to be core activities and create competitive advantage, therefore, the activity that belongs to a non-core ability will be outsourced, and the information science and technology usually is one of the items. If the information science and technology isn’t the core activity of the business enterprise, the outsourcing of the information is one of the information strategies for organization. By the way of the information outsourcing, the business enterprise can economy a great deal of cost of developing by business oneself, and can even acquire profession to turn with the high-quality service. The domestic subject concerning the information outsourcing some scholars have already announced some related works, however, there are almost no works about the research of how the outsourcing influent the valuation needle to the organization. In the practice, a lot of the small business enterprises dear not to set foot in the actual activity of outsourcing, because of fearing to face the risk that outsourcing may take. Therefore, the purpose of this article is that point the valuation needle through sorting and analyzing the related cultural heritage of the domestic and international, and made use of these the valuation needle to aim at the small business enterprise to carry on a, and secondly according to the questionnaires to revised the valuation needle, so can obtain the valuation needle for the small business enterprise to do information outsourcing process. Through the research, this article think outsourcing will have much influence to the organization, not only urging the manager's role in the organization from the inspecter and the controller change to the guider and the supporter, while the outsourcing of the information makes the organization structure from the type structure of straight line changes toward the flat, and also urge a business enterprise to carry on the business process reorganization.
