監獄乃犯罪刑罰執行矯治措施的機關,其矯正的工作重點包括戒護、教化及作業。作業,教導受刑人學習謀生技能與養成勤勞習慣,讓受刑人服刑期間內訓練其謀生技能,出監後能自食其力,減低其生活壓力,以其降低受刑人再犯率,人民也因此能在沒有恐懼的陰影之下安居樂業,此乃刑罰矯治的終極目標。 本研究旨在探討法務部矯正署所屬各機關,在整個委託加工作業流程中,如作業流程管理、作業課程管理等,如施以企業管理手法,來進行各項作業流程的改善,是否可以藉由深化管理程序,以提昇各監所作業效率與良率甚至達成使受刑人習得一技之長取得謀生技能,本研究以法務部矯正署桃園監獄為探討對象,以其歷年來(95年1月-100年6月)各項作業項目、作業收入、作業人數、作業時數、平均產值等資料,透過統計分析與作業內容探討,驗證作業流程改善手法對於監獄之作業績效與作業品質有顯著改善。本研究並提出管理方式之建議,期能創造監方、廠商、收容人三贏的局面。
The labor program in prison is designed to train prison inmates to learn skills to make a living and to maintain a diligent working habit. In many institutions of correction agencies, business management techniques such as workflow management and operation management have been used to improve the efficiency of operations. The aim of this research is to investigate whether quality tools could be applied to improve performance of prison labor operation for private businesses of some prison factories in Taoyuan Prison. This study collects data of the number of finished items, monetary incomes, the number of prison inmates, and the number of working hours from January 2006 to June 2011, and uses statistical tests to compare the mean productions rates before and after implementing quality management systems. We find that quality tools significantly improve labor performance and quality. Some suggestions and managerial implications are also provided for other correction authorities and agencies.
