摘要 在營建工程中,室內裝修工程在整個案件執行裡,屬於較後端的工作環節,且在建築物的生命週期中,室內裝修工程經常因建築物老舊或使用需求不同,而反覆重新進行裝修。近年來因營建材料價格波動高及人力短缺,公共工程以往傳統的採購方式先設計再進行發包,而面臨營建市場供貨不穩定及大缺工潮的問題,產生工程發包困難並造成流標的狀況,故目前有很多公共工程承辦單位執行的工程,常以統包方式進行採購。 在整體統包案中,室內裝修設計階段僅占整體工程的時程跟合約金額中的一小部分,但卻是整個統包專案的成敗基礎,更是工程品質、工期和施工成本的控制關鍵。然而,公共工程的設計階段查核內容,往往因營建工程規模大,有較完整的查核制度及標準。而室內裝修工程的規模相對較小,主管機關多交由專案管理單位依個案的內容來制定查核標準。但因主管機關及專案管理單位的專業不多,因此公共工程統包案室內裝修工程設計階段查核和監督的標準不一致;而且,多以建築設計項目作為查核標準,在室內裝修設計階段的執行上產生較大落差。 有鑑於此,本研究針對統包工程之室內裝修工程設計階段管理部分,將透過文獻回顧、案例分析及專家訪談等方法,分析目前案件執行時遭遇的缺失與問題,並進一步研擬出因應的策略;目的為室內裝修工程採統包模式時業主及專案管理,提供辦理統包工程於設計階段之品質管控參考依據。
Abstract In construction projects, interior decoration is a later-stage activity, and throughout the building's lifecycle, interior renovation often needs to be repeated due to the aging of the building or changing usage requirements. In recent years, fluctuations in construction material prices and labor shortages have led to difficulties in the traditional public procurement process, which typically involves designing before tendering. These issues have resulted in supply chain instability and significant labor shortages, causing challenges in project tendering and leading to unsuccessful bids. Consequently, many public construction agencies are now adopting a turnkey procurement approach. In turnkey projects, the design phase of interior decoration constitutes only a small portion of the overall project timeline and contract amount. However, it is crucial to the project's success, affecting the control of quality, schedule, and construction costs. Despite this, the design phase inspection standards for public projects often depend on the large scale of construction projects, with well-established inspection systems and standards. In contrast, interior decoration projects are relatively small in scale, leading regulatory authorities to delegate the establishment of inspection standards to project management units on a case-by-case basis. Due to the limited expertise of regulatory authorities and project management units, there is inconsistency in the standards for inspecting and supervising the design phase of interior decoration in public turnkey projects. Moreover, inspection standards often use architectural design criteria, resulting in significant discrepancies in the execution of the interior design phase. In light of this, this study focuses on the management of the design phase of interior decoration in turnkey projects. Through literature review, case analysis, and expert interviews, the study aims to analyze the deficiencies and issues encountered in current project execution and develop strategies to address them. The goal is to provide owners and project managers with a reference for quality control during the design phase of turnkey interior decoration projects.
