個案公司導入ISO/IEC 17025實驗室認證最主要的動機為:「建立消費者對產品品質之信心」、「提升公司之整體形象」及「成為業界的優良典範」等三項。本研究主要目的是以ISO/IEC 17025之架構與要求,配合現有工作單位之組織編制及相關文件表單,撰寫制定各項相關文件,建立一套完整的品質管理系統,確立個案公司實驗室品質管理能力,並成功取得財團法人全國認證基金會(TAF)認證,進而提升實驗室之作業品質及公信力。 另依NIJ-STD-0101.04、MIL-STD-662F及CNS14998等相關測試規範,分析評估試驗作業中的不確定度所造成的可能變異,以提升測試作業品質。最後以個案公司實驗室與國內其他實驗室執行「抗彈性能」及「彈道極限值」等兩類型能力之比對測試。經實驗測試結果得知,兩實驗室均符合規範要求之範圍,而測試數據顯示經由TAF認證之實驗室所測得數據較為精確,可確立個案公司實驗室測試技術能力。
The primary motives for the case company to introduce ISO/IEC 17025 laboratory certification are: “building consumers’ confidence in product quality”, “improving the company’s overall image” and “becoming an excellent example in the industry”. The main objective of this research is to cooperate with the organization of existing work units and related document forms, to write and formulate various related documents, and to establish a complete quality management system based upon the frame work and requirements of ISO/IEC 17025, thereby, establishing the laboratory quality management capability of the case company, successfully obtaining the certification of Taiwan Accreditation Foundation of the consortium legal person, and improving the operation quality and credibility of the laboratory. In addition, according to the standard test specifications of NIJ-STD-0101.04, MIL-STD-662F and CNS14998, the possible variations caused by the uncertainty in the test operation are analyed and evaluated in order to improve the quality of the test operation. Finally, the case company’s laboratory and other domestic laboratories conduct the “anti-elastic performance” and “ballistic limit value” two types of capability comparison tests. From the test results, the two laboratories meet with the requirements of the specification. However, it clearly indicates that the case company’s laboratory certified by TAF provides more accurate data, which ensures the technical capability in testing of the case company’s laboratory.
