The“South Forward Policy”has enabled Taiwan to rapidly develop many industrial bases and military bases, and these base will have a certain degree of influence on urban development in the future. The urban development orientation and changes in street texture have a great impact during the Japanese rule of Taiwan. The Sixth Fuel Factory of Imperial Japanese Navy was an important industrial to support the Japanese military at that time. This research takes Kaohsiung (refinement department) and Hsinchu (synthesis department) as the research objects, both of which are indicators in today's urban positioning. , which are an industrial city and a science and technology city. During the south forward policy, the two cities not only had large-scale industrial areas, but also planned military facilities nearby: Kaohsiung Military Port and Shinchiku Airport . The Sixth Navy fuel factory of the two cities had different fates after the war. Kaohsiung was handed over to CNPC to continue operating until shutdown in 2015; Hsinchu was completely suspended, leaving a large area of land free for future urban development. The overall goal of this research is to explore the urban changes of Hsinchu branch 、 Kaohsiung branch of The Sixth Fuel Factory of Imperial Japanese Navy and the surrounding World War II facilities. And the secondary objectives are: (1) Investigate and collect historical documents and pictures of the Hsinchu and Kaohsiung factories. (2) Analyze the substantial environmental impact and changes of the military facilities of the war on the two cities in the 75 years after the war. (3) Summarize the similarities and differences of industrial changes between the two factories and surrounding cities. (4) Put forward suggestions on the future urban development of the two cities' military sites of World War II. This research found the different regime shifts have different ideas for urban road network planning, and deeply affect the location of the core area of the city.Kaohsiung oil refinery has been in operation for nearly 70 years since the Japanese occupation period.Through space syntax pattern and date, it is shown the high integration in Zuoying are all around the oil refinery. Although Hsinchu Six Navy fuel factory had ceased operation after the war, the city extended by related industries including Industrial Technology Research Institute, Hsinchu Science Industrial Park, and the top science university are the factor of Hsinchu East District development. The Sixth Navy Fuel factory in the two cities are important factors that bring the context of urban development. The special industries born from the war affect the development of urban texture. From the road texture, we can understand the consideration of space in each era, and then learn how to continue through case analysis. The spirit of industrial heritage, transform the space that meets the needs of modern people, and put forward appropriate suggestions for the future direction of Kaohsiung and Hsinchu development.
