飛航安全是航空工業最重要的關鍵要求及努力改善之目標,隨著航空業務持續蓬勃發展,無形中也增加飛航危害風險情況,國際民航組織(International Civil Aviation Organization, ICAO)鑒於傳統安全管理方式可能不足以有效管理安全,因而發展出安全管理系統並同時要求各會員國及航空業者建立此系統包括必要的結構、責任、政策及程序等,以有效全面提升航空運作之安全。 航空運作係由不同組織及人為操作,不能保證任何組織系統或人為活動絕對沒有發生危害和操作錯誤情況而免於失事或重大意外事件之危害風險,飛機維修廠是確保整個航空安全系統關鍵組成之一部分,飛機維修需要符合法規及技術規範要求,以有效維持飛航安全、飛機可靠度及適航品質,因此,飛機維修廠應在現有維修管理基礎上導入安全管理系統並融合於組織內運作,符合預期之安全水準並達到營運目標。 本研究在探討航空安全管理系統為主題,瞭解航空安全管理演進及航空業者應如何建立安全管理系統,選擇某國籍航空公司維修廠自2017年正式推動安全管理系統運作之實證研究,藉由分析其安全績效指標、飛機維修可靠度指標及適航指標等歷年趨勢結果,驗證維修廠推動安全管理系統後,可正向提升組織安全績效目標、飛機可靠度及適航績效之成效,有助於公司營運之發展。
Flight safety is a key requirement of the aviation industry and aims at improvement .As the aviation business is flourishing, the hazard risk has also invisibly increased. International Civil Aviation Organization (ICAO) considers that traditional safety management might not manage safety and developed a safety management system(SMS).Meanwhile ,all member states and aviation operators were required to establish SMS including necessary structures, responsibilities, policies and procedures for improving the safety of aviation effectively. All aviation operations are performed by different organizations and humans. They can’t be guaranteed that any organizational system or human activities will not cause errors and hazards, nor can it avoid accidents or major incidents. A repair station is one part of key components which ensure the entire aviation safety. Aircraft maintenance needs to comply with regulations and Technical specifications for flight safety, reliability and airworthiness. Therefore, the repair station should be introduced SMS on the existing maintenance management and integrated into the operations of the organization. Consequently, it meets the operational goals and expected safety targets. The present study explored the theme of aviation SMS in order to understand the evolution of aviation safety management and how should aviation industry be established a SMS, and then conduct an empirical case study on a national repair station of airlines which began to implement SMS since A.D. 2017. The study takes analysis the trends of its safety performance indicators, aircraft reliability indicators and airworthiness indicators over the years with verifying the repair station has implemented the SMS. Afterward, it can positively improve safety performance targets, aircraft reliability and airworthiness performance and contribute to the development of company operations.
