探討老屋新生帶動地方創生－以桃園龍潭三和青創基地為例

摘要
摘要 西元2019年是台灣的地方創生元年，近年來政府力推地方創生，到底地方創生是什麼？城鄉發展不均，致使許多村落面臨滅村的危機，日本與台灣都需要做地方創生方案以振興地方之經濟，希望鄉村能有商業模式的產業出現，減少人口過度集中都市，將人流導回鄉村。 本研究以老屋新生帶動地方創生作為研究主題，以桃園市龍潭區三和青創基地為研究對象，並以日本地方創生案例作為分析參考，透過學校中的文化創意設計系列課程，有計劃的做社區物產田野調查、問題探究、設計規劃等內容，做出行動方案討論以對應解決地方問題，也因擁有實際場地做轉型的場域規劃與建置，並將設計學習中建築與景觀結合之專業學習課程，落實於三和青創基地轉型之實務改建內容，以模擬與真實情境做出產出，創造真實之場域營運與可存活之商業模式，因此本研究以此歷程紀錄整體過程與後續營運之一級農產轉型為六級化營運，產出有商業模式並帶動在地產業發展，成果可期且將可成為政府啟動青年回鄉發展政策，利於青年發展，支持地方創生的正向模式，探究找出關鍵點與做出地方創生模組。

Abstract The year 2019 is the first year of exploring the regeneration in Taiwan. In recent years, the government has been pushing for exploring the regeneration.But, what exactly is exploring the regeneration? The uneven development between urban and rural areas has caused many villages to face the crisis of extinction. Both Japan and Taiwan need to do exploring the regeneration of programs to revitalize the local economy. They hope that business model industries will emerge in the countryside. Reducing the over-concentration of population in the cities and redirecting the flow of people back to the villages. This study adopts the theme of exploring the regeneration of old building for place making. Sanhe Youth Entrepreneurship Base, Longtan District, Taoyuan City, Taiwan, as a research subject. A few cases of local creation in Japan as an analysis. Through the Cultural and Creative Design Program in the school, we plan to conduct field surveys on community assets, investigate problems, and design plans, and discuss action plans to solve local problems. The professional learning program of integrating architecture and landscape in design studies is implemented in the practical work of transforming the Sanhe Youth Entrepreneurship Base. We have actual sites to do the site planning and construction for the transformation, and explore the simulated operation methods in the course. To create a real and fruitful operation and viable business model, and to document the effectiveness of this process. Transform primary farms into six-tier operations. If a business model emerges, will it lead to the development of local industries？ The government has initiated the policy of youth returning to their hometowns for development, which is conducive to youth development. It can support the positive model of local entrepreneurship and create social impact.
