開放東南亞國家旅客來臺使用自動查驗通關系統之研究
A Study on the Implementation of Automated Immigration Clearance System for Southeast Asian Visitors
摘要
自2016年新南向政策下，放寬東南亞國家旅客來臺條件，包括免簽以及來臺條件的放寬，例如「東南亞國家人民來臺先行上網查核（以下簡稱東南亞有條件式免簽）」以及「觀宏專案」等措施，鼓勵東南亞籍旅客來臺觀光。而這些鼓勵來臺觀光的措施，讓東南亞籍旅客來臺人數自2016年起，以逐年增加的趨勢，直到新冠疫情前的2019年為止，其來臺人數儼然成為臺灣外籍旅客人數中不可小覷的一部份。自2020年到2022年因新冠疫情導致各國來臺人數銳減，2022年10月疫情趨緩，在臺灣放寬邊境管制後，東南亞各國來臺人數開始逐漸回溫。 為了疏解入出境查驗通關的等候人潮，並減輕證照查驗的人力負擔，臺灣於2017年開始逐步開放外來人口使用自動查驗通關系統（e-Gate）。目前開放國家為美國、韓國、澳洲、義大利及德國等5個國家之來臺旅客使用自動查驗通關系統（e-Gate），臺灣與上述5國皆是以互惠方式開放給對方國的旅客使用自動查驗通關系統（e-Gate）。 東南亞各國雖然來臺人數不少，卻仍未有東南亞國家與臺灣互相開放使用自動查驗通關系統。本研究以問卷調查與文獻資料分析方式，分析臺灣互惠開放東南亞國家來臺使用自動查驗通關系統（e-Gate）的可能性。期能透過逐步開放東南亞籍旅客使用自動查驗通關系統的方式，提高國家對入出境程序的管理效率和準確性。

Since 2016, under the New Southbound Policy, the conditions for tourists from Southeast Asian countries to come to Taiwan have been relaxed, including visa exemption and relaxation of conditions for visiting Taiwan. Until 2019 , before the COVID-19 , the number of visitors to Taiwan has become an important part of the number of foreign tourists in Taiwan. From 2020 to 2022 , the number of people coming to Taiwan from various countries has dropped sharply due to the COVID-19. In October 2022 , After Taiwan relaxed border controls, the number of people coming to Taiwan from Southeast Asian countries began to gradually pick up. In order to alleviate the crowds waiting for entry and exit inspection and clearance, and reduce the human burden of certificate inspection, Taiwan began to gradually open the automated immigration clearance system for foreign population in 2017 . At present, the open countries are the United States, South Korea, Australia , Italy and Germany, etc., to use the automated immigration clearance system for passengers coming to Taiwan. Taiwan and the above five countries are all open to passengers from the other country in a reciprocal manner automated immigration clearance system . Although there are a lot of people from Southeast Asian countries coming to Taiwan, no Southeast Asian country and Taiwan have opened up the automated immigration clearance system to each other. This study uses questionnaire survey and literature analysis to analyze the possibility of Taiwan's reciprocity and openness to Southeast Asian countries to use the automated immigration clearance system (e-Gate) . It is hoped that by gradually opening up Southeast Asian passengers to use the automated immigration clearance system, the efficiency and accuracy of the country's management of entry and exit procedures can be improved.
