「新竹市客雅水資源回收中心」為新竹市唯一民生污水處理單位。因應污水下水道建設及水資源教育議題,成立「新竹市客雅水資源環境教育中心」,接受各單位申請接待參訪團體,介绍其污水處理的運作流程及廠區的軟硬體環境等。本研究乃以水資中心為研究對象,並依環境教育設施場所認證及管理辦法之申請作業指引,對水資中心進行整體評估及分析。 本研究的目的分為以下四點: 一、 評估新竹市客雅水資源環境教育中心環境教育之環境資源現況具有的特色。 二、 評估新竹市客雅水資源環境教育中心現有環境教育人員之人力是否充足。 三、 評估新竹市客雅水資源環境教育中心環境教育課程方案是否與環境資源現況結合。 四、 新竹市客雅水資源環境教育中心經營管理情形是否達到環境育設施場所認證及管理辦法的要求。 本研究透過文獻蒐集、訪談法取得研究资料,並以SWOT及USED的模式分析,提出結論與建議。本研究結果顯示: 一、 環境教育中心環境資源現況具有的特色:其不但擁有污水處理的專業,也富含生態保育的意識,場域室內外空間的硬體建設與整體環境,皆可做為環境教育的教材,非常適合發展為環境教育的據點。 二、 現有人力具有環境教育的背景與資格:業務單位及代操作公司多名人員通過環境教育人員認證,但身兼數職而無法專職於該項工作。 三、 環境教育課程方案設計:目前預計申請的課程方案不多,仍利用已經開放參觀導覽經驗設計課程,並作有多個單位課程可以增加,使課程更為多樣化。 四、 經營管理:經106年「環境保護人員訓練所」委派「產業發展基金會」辦理環境教育設施場所認證輔導,各方面皆達到環境教育設施場所認證及管理辦法之要求,惟業務單位對環境教育工作的重視程度,影響該環境教育中心認證為設施場所後的工作推行與執行成效。因此期望業務單位能把握水資中心擁有的環境資源現況,持續培養環境教育專業人力,利用完善的方案課程設計,讓其環境教育工作在此發揮效益。
The ‘Hsinchu City Ker-ya Water Recycling Center’ is the only domestic wastewater treatment facility in Hsinchu City. In response to the wastewater sewer construction and water resources education issues, the ‘Hsinchu City Ker-ya Water Resources Environmental Education Center’ was established to accept applications from various institutions for visiting and introduce its wastewater treatment processes and the environment of the facilities. This study focuses on the ‘Hsinchu City Ker-ya Water Resources Environmental Education Center’, evaluating and analyzing it in accordance with the application guidelines of the ‘Regulations Governing the Certification and Management of Environmental Education Facilities and Venues’ This study has the following four objectives: 1. Evaluate the characteristics of the environmental education resources at the ‘Hsinchu City Ker-ya Water Resources Environmental Education Center’. 2. Assess whether the ‘Hsinchu City Ker-ya Water Resources Environmental Education Center’ has sufficient human resources for environmental education. 3. Evaluate whether the environmental education curriculum at the ‘Hsinchu City Ker-ya Water Resources Environmental Education Center’ integrates the current environmental resources. 4. Assess whether the operation and management of the ‘Hsinchu City Ker-ya Water Resources Environmental Education Center’ meet the requirements of the ‘Regulations Governing the Certification and Management of Environmental Education Facilities and Venues’. This study collected research data through literature review and interviews, and conducted analysis using the SWOT and USED models to present conclusions and recommendations. The results show: 1. The characteristics of the environmental education resources: It possesses not only expertise in wastewater treatment, but also a strong awareness of ecological conservation. The hardware and overall environments can all be applied as environmental education materials, making the center well-suited for environmental education development. 2. The backgrounds and qualifications in environmental education of the existing personnel: Many personnel from the department and the operating company have obtained the certification for environmental education, but they are unable to solely focus on this work due to holding multiple responsibilities. 3. Curriculum design for environmental education: Currently, there are not many curriculum applications, but they have used the experiences from exiting visiting tours to design courses and created multiple courses to diversify the curriculum. 4. Operation and management: In 2017, with the guidance from the ‘Industrial Development Foundation’ commissioned by the ‘Environmental Professionals Training Institute’, the ‘Hsinchu City Ker-ya Water Resources Environmental Education Center’ has met the requirements of the ‘Regulations Governing the Certification and Management of Environmental Education Facilities and Venues’ on all aspects. However, the degree of importance given to environmental education work by the operating department influences the implementation and effectiveness of the work. As such, it is hoped that the operating department will leverage the current environmental resources of the ‘Hsinchu City Ker-ya Water Resources Environmental Education Center’, continuously cultivate environmental education personnel and utilize well-designed curriculum to maximize the benefits of its environmental education work.
