頂級養生村之經營管理策略

Management Strategies of Top Health Village

摘要


台灣已逐漸邁向超高齡社會,據內政部統計處的統計,截至 2017年04月底為止,台灣65 歲以上的高齡者已占總人口13.4 %;行政院國發會(2017)的人口推計,至2025年時高齡人口占總人口的比例更將高達 20%,成為「超高齡社會」。人口老化速度更是全球第一。因此,盛行於歐、美和日本等國家的養生村也悄悄的在台灣吹起一股風潮,高齡社會帶來老人住宅商機,內政部亦修正老人福利法,增訂了老人住宅專章,全面鼓勵民間投資興建老人住宅。而養生村就是其中一個非常重要的工程選項。 但如何吸引銀髮族,及其子女選擇養生中心的考量因素、經營成功關鍵為何? 本研究採個案研究的方式以長庚養生文化村和潤福生活新象經營商業模式為研究案例,來探討養生村的關鍵成功因素並用以了解銀髮族對於養生村考量因素與意願傾向之正相關。從個案經驗中分析其所運用之商業模式,並給予建議或發展出新的商業模式。研究發現:養生村的地點、交通易達性、居住空間舒適和環境安全及經營模式是影響個案的關鍵成功要素。另外建議未來的養生村需導入最熱門的智慧宅概念,讓科技化產品輔助銀髮族生活。另研究發現:由於養生村的建置須投資大量的資金,因門檻過高而使得經營者多選擇較偏遠及交通不便的地區,造成銀髮族及其家屬的不便。另外,部份子女因長輩入住養生村經濟負擔過高,導致無法負擔而選擇環境較差或廉價的機構,造成銀髮族生活品質變差。因此本研究建議:政府可比照國外給予企業更多的稅賦優惠,鼓勵企業積極投入老人養生村之產業,另保險公司可替銀髮族規劃長期照護保險,用保險給付的年金來支付相關的費用。

Taiwan is gradually becoming a super aged society. According to the statistics of the Ministry of the Interior, till April 2017, the senior citizens elder then 65-year-old already occupy 13.4% of the total population. According to the population speculation of the National Development Council in 2017, the ratio of the seniors will be as high as 20% till 2025. It will let Taiwan become a super aged society. Having the highest speed of population aging in the whole world is a serious problem that can’t be ignored in Taiwan. Therefore, health village, which has been popular in Europe, USA and Japan for a long time, is gradually more popular in Taiwan. Aged society brings business opportunities of housing for elder people. The Ministry of the Interior has modified the Welfare Law of the Senior Citizen. It encourages civil investment to build house for elder people. A nursing home or a health village is one of the important choices. However, how to attract the elder people? What are the most important considerations while people and their children choosing a health village? What are the key factors of success to operate a health village? Our research uses case-study method. Using the management and business model of Chang-Gung Health and Culture Village and Run fu shenghuo xin xiang as the study model, we try to find key factors of success to operate health village. We can use the study results to understand the considerations and willingness of elder people for choosing a health village. According to the study results: The location, traffic accessibility, space, comfort, safety and management model are the key success factors to the health village. Another suggestion is that a health village can reconstruct the building into the most popular “intelligent house” ideal and using high technological products to assist the daily life of the elder people. The study also noted that due to high cost of the construction of a health village, the owners tend to choose traffic inconvenient and rural area. It causes the inconvenience of the elder people and the family. The study also find that some elder people was admitted to health village with poorer quality and lower fee because their children cannot afford the high cost of the health village with better quality. Therefore, our study suggest that our government can like other countries reduce tax burden for companies. Encouraging more companies invest in health village industry. Insurance companies can plan long term nursing insurance products for the elder people and pay many fees by using insurance annuity. The qualification to operate a health village can be changed from a juridical person to a company by amending the law, to create a new business model.
