本研究以警政署99年一般道路事故統計資料為基礎,進一步整理後進行抽樣並郵寄問卷。由於本研究主要探討交通事故肇事者對受害者所願意支付之精神撫慰金金額,因此以條件評估法之研究架構,透過情境之設計來收集所需之資料。本研究所設計之情境區分有無事故受傷之經驗等數種,據此進一步分析五種傷害類別(輕度傷害、中度傷害、重度傷害、殘疾傷害及死亡情境)之精神撫慰金願付價格。由於有不少之事故肇事者其精神撫慰金之願付金額為零,因此本研究以可以克服此一問題之Spike model進行分析。由校估結果可知,事故者精神撫慰金之願付價格隨著傷害嚴重程度越嚴重而金額也越高。
Statistics data of road traffic accidents of 2010, reported by National Police Agency, Taiwan, were used in this study. After deleting incomplete and erroneous data, a mailing list was then created by appropriate sampling technique. To investigate the amount of consolation compensation that the offender is willing to pay for the victim, a framework of Contingent Value Method was adopted. The required data were collected through appropriate scenario designs. Several scenarios designed with and without road accident experience(s) were included. Five types of injury (minor, moderate, severe, disability and death) were classified to analyze their corresponding willingness to pay of consolation compensation. Due to the fact that a significant proportion of offenders were not willing to pay any amount of money, Spike model was applied to overcome this issue. The estimation results indicated that willingness to pay of consolation compensation increases with the severity of the injury.
