適才適所:公部門東南亞新住民女性的階層化勞動分工

摘要


本文為描述東南亞裔新住民女性任職於臺灣公部門職場所產生的階層化勞動分工現象之研究,藉以深度訪談12名越南裔及印尼裔現任職於臺灣內政部移民署分別擔任志工通譯、司法通譯及移民官職位為主要對象,了解來自東南亞的新住民女性任職於公部門的原因、過程、職務階層分工、職場關係與職業階層流動。 本文能具體描述東南亞裔新住民女性任職移民署之現況、其入職動機及優勢條件,並藉由擔任志工通譯、司法通譯及移民官,三個不同職位來了解其職務階層化之分工,另以職場中的國族認同、自我認同、性別階層關係及種族與性別偏見來了解其職場關係,最後以職業內部及外部流動來探討職業階層流動情形。 本文試圖呈現來自東南亞的新住民女性投入公部門之工作場域任職情形,從中了解其勞動分工型態,以及本身具備語言、學歷與專業技能等條件的她們,具備適才適所的條件得以在公部門任職。期望本文能改善以往相關研究及社會大眾對於東南亞裔新住民女性處於次級勞動市場的印象,也盼望此研究能夠作為未來對於在臺新住民就業培力領域相關政策研擬及公部門實務選才作業之參考。

This thesis is a study describing the phenomenon of The Occupational Stratification from the employment of Southeast Asian Female Immigrants in Taiwan’s public sector, based on the in-depth interview with 12 Vietnamese and Indonesian female immigrants who are currently working in the immigration department of the Ministry of the Interior, serving as volunteer interpreter, judicial interpreter and immigration officer, Understand the join reasons, process, job division, occupational relationship and occupational mobility of Southeast Asian Female Immigrants in the public sector. This thesis can specifically describe the current status, motivations and advantages of Southeast Asian Female Immigrants work in National Immigration Agency, and through serving as a volunteer interpreter, judicial interpreter and immigration officer, three different positions to understand the division of duties. In addition, this thesis also uses the national identity, self-identity, gender class relations and race mix gender prejudices in the public sector workplace to understand their workplace relations, and finally discuss the mobility of professional classes with internal and external occupational mobility. This thesis attempts to present the situation of Southeast Asian Female Immigrants working in the public sector, to understand their division of labor and those who have the language ability, education level and professional skills to have the conditions for being able to work in the public sector. It is hoped that this thesis can improve previous research and the public's impression that Southeast Asian Female Immigrants are in the secondary labor market, and also hope that this thesis can be used as a reference for future policy research and public sector practice selection in the field of employment for Southeast Asian Female Immigrants in Taiwan.
