社會安全網下的脆弱家庭服務之檢視-網絡治理的觀點
Inspections of Vulnerable Family Services under the Social Safety Network Program-Network Governance Approach
摘要
本研究主題聚焦於強化社會安全網計畫下區域型家庭福利服務中心之脆弱家庭的服務，以臺中市區域型家庭福利服務中心的社工人員及資源網絡成員為研究對象，試圖以網絡治理觀點檢視家庭福利服務中心與資源網絡單位在進行福利輸送過程中的合作機制。 採質性研究深度訪談的方式進行研究資料的蒐集，訪談研究參與者對脆弱家庭的認知意涵，網絡間的合作、信任、協調及商議情形。詳實紀錄與分析研究參與者對脆弱家庭服務及家庭福利服務中心的角色認知，了解資源網絡建構及其運作現況，以及進行福利輸送問題與困境。 研究者藉由文獻檢閱及將訪談資料進行分析討論後，依據研究發現與文獻進行論證與對話，歸納若干研究結論如下： 一、社會安全網需從「個案管理」進化到「網絡治理」。 二、網絡治理是在「夥伴關係」中逐漸形成。 三、網絡治理在互信互賴、非正式的人際網絡互動中啟動。 四、脆弱家庭福利服務輸送需由夥伴關係及網絡治理為基礎。 最後，研究者依循研究發現與討論，提出對社會安全網及家庭福利服務中心運作之政策與實務面具體建議。

The theme of this research focuses on strengthening the services of vulnerable family in regional family welfare service centers under the social safety net plan. I took the social workers and members of the resource network of the Taichung regional family welfare service center as research subjects trying to examine the cooperation mechanism in the process of welfare rotation that is between family welfare service centers and resource network units from the perspective of network governance. The research data were collected by means of qualitative research and in-depth interviews. The interviews were conducted to study participants' perceptions of vulnerable families as well as cooperation, trust, coordination and negotiation between networks. I recorded and analyzed the research participants' cognition of the roles of vulnerable family services and family welfare service centers, and then used this information to understood the construction and operation status of resource network as well as problems and difficulties in welfare delivery. After reviewing the references and analyzing the interview data, the researchers conducted demonstrations and dialogues based on the research findings and literature, then comprehensively summarized and classified these research conclusions as follows: 1.The social safety Net needs to evolve from "Case Management" to "Network Governance". 2.Network governance is gradually formed in "Partnerships". 3.Network governance is initiated in mutual trust, interdependence, and informal interpersonal network interactions. 4.The delivery of welfare services for vulnerable Family needs to be based on partnerships and network governance. Finally, according to the research findings and discussions, the researchers put forward specific policy and practical suggestions for the operation of social safety net and family welfare service centers.
