摘要 本研究運用Q方法論,探討人民對於各種防疫措施的主觀態度與想法,並歸納出民眾對此議題的認知類型,包括「風險規避,理性衡量」、「人道關懷,避免恐慌」、「追求公益,平等主義」、「防疫當前,犧牲休閒」以及「嚴格防疫,保護個資」。不同的認知類型對於各項措施的排序會有些許差異,但有些措施可能與普世價值相違背而無法受到多數人民的認同,政府必須傾聽人民的聲音,審慎評估並對其進行改善。本研究在各項措施對人權與自由的限制上,提供人民的想法與認知做為參考,讓政府能更深入了解民眾對此議題的態度與觀點,希望在此基礎之上,協助政策制定者日後面對此類高風險事件,迅速掌握政策措施的擬定方向,讓人民對各項措施的實施傾向政策順服。
Abstract In this study, we use the Q methodology to analyze the people's subjective attitudes and thoughts on the epidemic prevention measures. Meanwhile, we summarize the types of the people's cognitive style on this issue. They include "risk avoidance and rational measurement", "humane care and panic avoidance ", "pursuit of public welfare and egalitarianism", "priority of epidemic prevention and entertainment sacrifice", and "high-intensity epidemic prevention and personal information protection". The people of different cognitive styles have slightly different rankings for a variety of measures. Some measures are against universal values and can’t be recognized by the majority of the people. The government must listen to the voices of the people, carefully evaluate the epidemic prevention measures, and improve them. We provide the people's thoughts as a reference in the study on the restrictions of the measures on human rights and freedom, so that the government can better understand the people's attitudes and views on this issue. On this basis, we hope to assist policy makers to quickly find the policy direction when facing such high-risk events in the future what lets the people lean towards policy obedience.
