大型專案的階段評估指標與管理決策分析:以國家型科技計畫為例

摘要
近年來我國在科技發展上蓬勃發展，2012年世界競爭力排名第7、世界經濟論壇全球競爭力排名第13，科技是促進國家建設的重要因素，因此政府自民國87年開始實施國家型科技計畫，並且投入龐大的經費在於科技研究上，表示政府非常重視該領域的發展，相對於這些計畫的績效評估就顯得特別重要，欲要合理分配有限資源就必須明確確認何種研發計畫是值得投資進行的，如果可以使用現成的指標做為審核計畫前的評估與執行過程中之改善依據，就可以做到最佳的資源分配。故本研究採用資料包絡法(DEA)，並從經驗累積、國外連結、團隊規模、團隊異質、社會關係、資訊守門員以及參與學術社群活動的觀點分析是否影響研究績效。 研究結果顯示，經驗累積、國外連結及團隊規模會影響研究績效，但國際連結卻跟本研究所設立的假說相反，呈現負向關係；團隊異質、社會關係及資訊守門員皆無顯著影響研究績效；而參與學術社群活動中之期刊數及會議論著數會影響研究績效。 本研究給予相關核發經費單位建議是，計畫審核時可以注意研究團隊的組成，若是其團隊成員具有前期執行經驗者，且團隊規模人數達任務所需的要求，其團隊的研究效率會較高，而在期中審核時，可以調查團隊成員發表的期刊數與會議論著數，及其團隊發表著作次數越多，該團隊研究績效會較高。

Technology is one of significant elements to advance country construction. In 1998, our government has begun implementing National Science and Technology Program and invested considerable funds on technology research. Therefore, it reveals that performance assessment for these projects was no-doubt important. Having impartial limited resource allocation, it is necessary to confirm which kind of research development is valuable to invest and implement. If it is possible to use existing indicators in accordance to modify the assessing process, it is not too far to achieve the optimization of resource allocation. Therefore, this study adopted using Data Envelopment Analysis (DEA) as our solution approach, coordinating experience, international links, team heterogeneity, team scale, social relationship, gatekeepers with academic perspective to analyze the influence of research performance. Eventually, this study reveals that experience、international links and team scale will affect research performance. But, international links is conflicted to primary hypothesis and results in negative relationship. Nevertheless, team heterogeneity、social relationship and gatekeepers are not the effects to influence research performance. However, number of journals and conference papers are influential elements to research performance. The result of the study had suggested Funding Authorities to first, consider the team composition before any funds are issued. The team could contain a higher successful rate if any of the team members holds past experiences in similar area or if the team meets the member requirement. Secondly, during the midterm research examination, the number of journals and conference papers published by the team or any of the team members could also be taken into consideration to evaluate team performance.
