越南後革新政策時期產業變革的政治基礎：以機車製造產業為例

本論文主旨在探討越南後革新政策時期(Đổi Mới)機車製造產業的政治基礎，並以此為例來分析越南製造業的變革過程。越南自1986年實施革新政策以來，經歷了快速的經濟成長與社會變革。機車製造產業作為越南重要的製造業之一，亦在這個時期出現全面性的轉變。本文首先回顧了越南革新政策的背景，以及政府如何通過開放市場、吸引外資等方式來推動經濟發展，並以亞洲投資越南的國家為例，分析這些國家在越南的製造業投資與其發展。並接續探討了機車製造產業在政治基礎下的變革過程。政府的政策決策、法律法規的制定以及外交政策的調整等都在促使該產業實現了從進口模式到本地自主生產，再到發展國內自有品牌的轉變。此外，本文亦分析了政治環境對機車製造產業變革的影響，政府的支持、政策的穩定性以及國際間的合作都對產業的轉型起到了重要作用。同時，政治決策也可能帶來挑戰，例如經濟不平等、環境問題等，這些都需要在產業變革過程中得到平衡和解決。最後，本文總結了越南機車製造產業變革的政治基礎，強調政策制定和政治環境在推動產業變革中的關鍵作用。通過研究機車製造產業的例子，我們可以更好地理解越南在後革新政策時期的製造產業變革，以及政治因素在其中所扮演的角色。

The main focus of this paper is to explore the political foundations of Vietnam's motorcycle manufacturing industry during the post-renovation policy(Đổi Mới) era, using it as a case study to analyze the transformation process of Vietnam's manufacturing sector. Since the implementation of the renovation policy in 1986, Vietnam has undergone rapid economic growth and social change. The motorcycle manufacturing industry, as one of Vietnam's important manufacturing sectors, has also undergone comprehensive changes during this period. The paper begins by reviewing the background of Vietnam's renovation policy and how the government has promoted economic development through strategies such as opening up markets and attracting foreign investment. Using examples of countries that invest in Vietnam's manufacturing industry, particularly in Asia, the paper analyzes the investment in Vietnam's manufacturing sector by these nations and their development. It then delves into the transformation process of the motorcycle manufacturing industry based on its political foundation. Government policy decisions, the establishment of laws and regulations, and adjustments in foreign policies have all contributed to the industry's transition from import-oriented to local production and further to the development of domestic brands. Additionally, the paper analyzes the influence of the political environment on the transformation of the motorcycle manufacturing industry. Government support, policy stability, and international cooperation have played vital roles in the industry's transition. However, political decisions could also pose challenges, such as economic inequality and environmental issues, which need to be balanced and addressed throughout the industry's transformation process. In conclusion, the paper summarizes the political foundations of the transformation in Vietnam's motorcycle manufacturing industry, emphasizing the crucial roles of policy formulation and the political environment in driving industrial change. Through the study of the motorcycle manufacturing industry, we gain a better understanding of Vietnam's manufacturing sector transformation during the post-renovation policy era, and the role political factors play within it.
