任何職業都有潛在的危險性,即使在大專校院裡具有高危害性的實驗室也不例外,大學教育乃以研究學術、培養人才、提升文化、服務社會及促進國家發展爲宗旨。近幾年來大學院校事故頻傳,甚至造成學生及教師傷亡。 本研究目的在探討臺灣與美國近年來積極推動的校園職業安全衛生管理。由於校園職業安全衛生管理的層面極廣,此研究主要從國家政府機構組織、政策方案制定與兩國學校的案例以教育學科的角度進行探討,並透過文件分析法比較兩國以臺灣國立暨南國際大學與美國加州州立大學在校園職業安全衛生管理上的異同。 本研究根據分析與探討,歸納出以下五點結論:1、了解各先進國家之職業安全衛生法,透過比較方式,修正以達改善並能保障安全。2、藉由兩所學校比較校園實驗室管理規章,補救缺失,抑制災害事故發生。3、找出教師及學生認知不足之處,做為改善進入實驗室前的教育訓練之依據。4、強化校園安全衛生管理系統,使文件資料電子化,傳承給下一位使用者使用時能更快速上手。5、實驗室建置緊急應變器材改善事項。研究發現,臺灣國立暨南國際大學教育訓練,教師及學生的吸收層度不高,應建立良好的進入實驗場所前的教育訓練制度,另需要教育訓練完的測驗制度,透由教師及學生改變自己的學習心態,開始學習,才是解決問題的最佳方式。針對以上結論,本研究對政府單位、學校方面方面提出可供我國參考之建議。
There are potential dangers in many occupations i.e. high-risk labs in colleges and universities. University education is aimed at researching, cultivating talents, improving culture, serving society, and promoting national development. Accidents caused casualties in universities and colleges have occurred frequently in recent years. The objective of this study is to explore on campus Occupational Safety and Health Management (OSHM) actively promoted both in Taiwan and the US in recent years. This research is based on the perspectives of national government agencies, policy planning, and cases from both countries. The document analysis method is to compare the similarities and the differences on campus OSHM between National Chi Nan University (NCNU) and California State University (CSU). Five conclusions after studied: 1. Know the related laws from many advanced countries then amend them by comparing improvement and safety. 2. Deficiencies are remedied and prevented them from occurring by comparing on campus laboratory management regulations. 3. Improve the education and training before entering the laboratory by ascertaining lack of information from teachers and students as a basis. 4. Strengthen on campus OSHM by making the documents electronically for next user. 5. Build the laboratory emergency equipment improvement items. Additionally, the NCNU’s teachers and students are lack of understanding current education and training. Therefore, a proper education and training system before entering the experimental site should be established as well as a related test after it. Change of learning attitudes from teachers and students are the best way to solve problems. Conclusions above can be referred by government agencies and schools.
