南投縣城市儀表板之建置：開放資料應用及視覺化

國內外許多城市都已經開發完成自己的城市儀表板，城市儀表板是一個視覺化的網站，做為數位治理的一種方式，城市儀表板整合與市政相關的資訊，提供了各項議題和指標的視覺化圖表，讓民眾能夠監督市政府的施政情況。城市儀表板有資訊科技的力量，能提高政府的服務品質和公民參與的意願，進而強化市政透明度及公務機關與公民社群之間的連結，並不是只有大都市才需要城市儀表板，建置城市儀表板能夠一定程度的縮小城鄉差距和資訊不對稱的情況。南投縣具有強大的觀光旅遊屬性，不僅縣民關注南投縣的議題，觀光客亦是其中族群之一。本研究目的為彙整政府多部會的開放資料，建置南投縣的城市儀表板，透過平台讓使用者可以快速地瀏覽南投縣的各類資訊，期望有更多人願意關注南投縣，增加公民參與以建立良性循環，人民監督政府資料，政府負起責任服務人民。

Many cities both domestically and internationally have already developed their own city dashboards. A city dashboard is a visualized website used as a form of digital governance. It integrates information relevant to municipal affairs and provides visual charts for various issues and indicators, enabling the public to monitor the government's governance performance. City dashboards harness the power of information technology, enhancing the quality of government services and citizen engagement, thus strengthening transparency in governance and fostering a connection between government agencies and the citizenry. Moreover, city dashboards are not only necessary for major metropolises; their implementation can also mitigate urban-rural disparities and information asymmetry. Nantou County possesses a robust tourism attribute, drawing attention not only from its residents but also from tourists. The objective of this research is to compile open data from various government departments and construct a city dashboard for Nantou County. Through this platform, users can easily access various types of information about Nantou County, with the hope of encouraging more individuals to pay attention to the county and increase citizen participation, thus establishing a virtuous cycle where people oversee government data and the government takes responsibility to serve the people.
