資訊人員應具備的關鍵技能和知識需求探討

摘要


從市場環境來看,每年資訊產業都能夠提供很多和資訊相關的工作,應徵者也從來沒有缺少過,在還是會常看到企業在抱怨,他們無法找到能力和品質符合需求的資訊人員,因此本研究想以企業的角度來探討未來資訊人員應扮演何種角色,以及應該具備的能力為何。 為了瞭解資訊人員在企業裡扮演的角色和能力,我們利用資源基礎理論的觀點,得知資訊科技要能形成競爭優勢可以從三方面來形成,分別是IT基礎建設(IT infrastructure)、科技人才資源(Human IT resource)、IT帶來的無形資產(IT-Enabled Intangibles),從IT提供的功能,對應資訊人員應扮演的角色,再分別探討它們應具備的能力範圍,最後再搭配國內外學者的文獻資料,整理出比較完整的資訊人員角色和能力。 本研究採取隨機抽樣的方式發放問卷,共回收191份有效問卷,根據統計結果發現,資訊人員在組織內扮演的角色以處理一般IT自動化為主的日常工作為主;在技術的能力上,資訊整合、管理以及資訊安全防護是比較被重視的;商業和軟性能力來看,目前比較著重在跨部門之間的整合和問題上的解決,溝通上能力是目前最被需要的;而在工作困難和晉升挑戰部分,則以人和管理是最難解決的部分。利用這些資料,未來企業可以做為訓練或是徵選人才上參考,提升資訊人員的能力來幫組織增加科技執行的績效。

From the market environment,IT industry will be able to offer a lot of jobs every year,Candidates have never been a lack of,but we often saw the enterprise complained that they were unable to find the capacity and quality of information staff,So in this research we would like to from the perspective of enterprise to explore the IT staff at the future what roles they to be,and what skills they should have。 In order to understand the information staff's role and skills,we use Resource-Based Perspective to know that IT can bring competitive advantage to the formation of a three-dimension as IT infrastructure,human IT resources,and IT-enabled intangible。From provided the IT function,and to correspond information officer role,and then were expected to explore their capabilities,Finally,we use the literature of home and abroad to sum up relatively complete information about the role and capacity of staff。 Random sampling is used to collect data in this paper and the 191 effective questionnaires are used for empirical test。The results indicate that,IT staff in the organization's role to deal with general day-to-day IT-based automation work-based;Technology skills focus on information integrated、management、information security;Business skills and soft skills focus on Inter-departmental integration and problem-solving,and the communication skill is most needed;people and management are the difficult part for work and promotion。Use this data,firm can be used as training or reference selection,enhance the ability of IT staff to help organizations increase the performance of technology implementation。
