臺中市「優遊臺中學」政策之研究

A Study on the Policy of Leisure Taichungology in Taichung City

摘要


本研究旨在探討臺中市「優遊臺中學」政策研究,首先透過文獻分析,整理以及分析「優遊臺中學」政策的沿革及發展概況,續以105學年度至111學年度,中部地區之臺中、彰化、南投與苗栗縣市曾參與「優遊臺中市」政策之行政人員、學校校長、教師及學生為主要研究對象,以半結構性訪談20位參與政策之師長及學生。透過文獻分析及訪談,探討「優遊臺中學」政策制定之背景、產生之效益、推動之困境以及因應策略。 綜合文獻探討及訪談結果,歸納整理以下結論: 一、「優遊臺中學」政策制定背景 (一)整合並發展各校之校本特色課程 (二)促進各校資源共享 (三)提高學生對於臺中城市的認同感 二、「優遊臺中學」政策產生之效益 (一)引發學習動機,充實學習歷程 (二)以學生為主體,深化素養學習 (三)養成自主學習習慣,建構自我的學習地圖 (四)以適性探索為途徑,縮減大學選錯科系之學用落差 三、「優遊臺中學」政策推動之困境 (一)政策規劃執行面向的困境包含:教師來源與開課意願不足、缺乏系統性的課程規劃、沒有穩定的 經費來源、參與學生的程度差異過大、宣傳行銷與鼓勵誘因不足。 (二)學生參與面向的困境包含:交通因素影響參加意願、課業與時間安排問題、授課內容或課程名稱 與期待不符。 四、「優遊臺中學」政策困境之因應策略 (一)政策規劃執行面向包含:增加獎勵或支持系統以鼓勵教師開課、進行課程盤點並且有系統的分類 、結合政府相關政策資源以解決經費問題、課程名稱及內容標示明確以利學生選擇適合自己的課 程。 (二)學生參與面向包含:鼓勵學生善用大眾運輸系統,開課地點設計原則應考量可及性及交通便利, 引導學生學習學會時間管理、透過學生回饋以進行課程內容之調整。 最後根據本研究結果,分別針對中央教育主管行政機關、地方教育主管行政機關、學校、學生以及對未來發展研究提出建議。

The purpose of this study was to explore the Policy of "Leisure Taichungology" in Taichung City. Firstly, through literature analysis, the historical evolution, and development overview of the "Leisure Taichungology" policy are organized and analyzed. Subsequently, from the academic year 105 to 111, administrative personnel, school principals, teachers, and students in Taichung, Changhua, Nantou, and Miaoli counties and cities in the central region participated in the "Leisure Taichungology" policy as the main research subjects. A semi-structured interview was conducted with 20 teachers and students who participated in the policy. Through literature analysis and interviews, the study explores the background of the formulation of the "Leisure Taichungology" policy, the benefits it generates, the challenges in its implementation, and the coping strategies employed. Based on a comprehensive review of literature and interview results, the following conclusions are summarized: 1. Background of the " Leisure Taichungology " Policy (1) Integrate and develop school-based distinctive curricula for each school. (2) Promote resource sharing among schools. (3) Enhance students' sense of identity with the city of Taichung. 2. Benefits Generated by the " Leisure Taichungology " Policy (1) Ignites learning motivation, enriching the learning process. (2) Emphasizes student-centric learning, deepening holistic education. (3) Cultivates self-directed learning habits, constructing individual learning maps. (4) Utilizes adaptive exploration to reduce the gap between university majors and actual career use. 3. Challenges in Implementing the " Leisure Taichungology " Policy (1) Challenges in policy planning and execution: Insufficient teacher sources and willingness to offer courses. Lack of systematic curriculum planning. Unstable funding sources. Significant differences in the level of student participation. Insufficient promotion and incentives. (2) Challenges in student participation: The transportation factors affecting participation willingness. Coursework and time arrangements issues. Discrepancies between lecture contents or titles and student’s expectations. 4. Coping Strategies for the " Leisure Taichungology " Policy (1) Strategies for policy planning and execution: Increasing rewards or supportive systems to encourage teachers to offer courses. Conducting courses inventory and systematically classify. Utilizing government-related policy resources to solve funding issues. Clearly indicating course title and content for students to make suitable choices. (2) Strategies for student participation: Encouraging students to use public transportation. Teaching locations based on accessibility and convenience. Guiding students to learn time management. Adjusting course contents via student’s feedback. In conclusion, based on the findings of this study, recommendations have been made for the central administrative authorities in education, local administrative authorities in education, schools, students, and future research development respectively.
